In 1938, along the Pirpur report, two other reports were also written – one was Sharif Report (1939) and the second was “Muslim suffering under Congress Rule” by Fazal ul Haq.

Quaid-e-Azam had termed the resignation of the Congress government as a “day of Deliverance” from the Hindu oppression and used it to his advantage. The experience under Congress rule of 1937-39 gained support for the Muslim League. Not only ordinary Muslims, but the landowners too had suffered a lot. Quaid personally led a mass campaign to take his message to the Muslims of India.
Mr. Jinnah reduced the annual membership fee of Muslim League from Rs. 4 to only two annas (one-eighth of a rupee). The central and provincial Parliamentary Boards of the party were set up. Moreover, a well-defined constitution was also prepared.

A committee comprising Maulana Akram Khan, Husain Imam and Haji Abdus Sattar was set up to increase the membership of the Muslim League.


In 1938 Muslim League started its separate Women Chapter. In the same year in order to maintain discipline during the sessions of the League, Muslim League National Guards was launched. Quaid-i-Azam also appealed from the Muslims community of South Asia to donate one million rupees to strengthen the financial position of the Party.

As a result, a mass of people joined Muslim league. Mr. Jinnah came to symbolize the Muslim’s dreams and hopes for a separate identity. His popularity as a leader gave him the title of “Quaid-e-Azam” or “Great Leader”. He was able to unite all Muslim parties under the Muslim League flag. It developed into a mass movement leading to the Lahore Resolution of 1940 in which Muslim demanded a separate state.
