Many of the IS-BEs on Earth are here because they are violently opposed
to totalitarian government,

Consequently, the population of Earth is disproportionately comprised of a very high percentage of such beings. The conflicting cultural and ethical moral codes of the IS-BEs on Earth is unusual in the extreme. The Domain conquest of the central "Old Empire" planets was fought with electronic cannon.
