1.20 Who are the influential bloggers, journalists, personalities, and experts in the country?
Recently has been established a movement Digitalizuj.Me29 (digitalize.me in eng) established by three young enthusiasts, with an aim to gather existing Montenegrin digital community, establish a platform for exchange of views, knowledge and experiences and increase awareness on the role and importance of digital ways of communication and internet trends.
Founders of Digitalizuj.me movement (from left to right): Predrag Lesic (executive director of DoMEn – a company which manages .me domain), Natasa Djukanovic (marketing director of DoMEn) and Vladimir Vulic (one of the first pioneers in internet entrepreneurship in Montenegro – cofounder of the first download web site in Serbia and Montenegro, DownloadZone.me, which is now partner web site to Crnogorski Telekom. Vladimir is also member of the mentor board Challenge:Future which gathers 14,000 members from 180 states and promotes development of youth. Since December 2011, Digitalizuj.me has already organized four panel discussion on different social media issues, which gathered almost 300 people totally.
Founders of Digitalizuj.me are members of Twitter community #TweetUpPg, which aims to promote Twitter among Montenegrins.
After less than two month of work Digitalizuj.me (established at the beginning of December 2011) succeeded to raise interest of more than 500 bloggers and ICT enthusiasts in Montenegro.
Beside Digitalizuj.me which gathers influential ICT enthusiasts, dailies Vijesti (www.vijesti.me), Dan (www.dan.co.me and Pobjeda (www.pobjeda.me) gather influential bloggers in the field of politics and other important social issues. News portal of daily Vijesti is definitely the most influential in the country.
Significant impact on the blogging community also comes from other portals in the country: http://www.cafemontenegro.com/, http://www.portalanalitika.me/, http://www.pcnen.com/, http://www.e-balkan.net/ and http://www.aktuelno.me/.

ICT Initiatives, rules, regulations and environment:
2.1 Are there any sources of discounted software for NGOs?
One can always ask software providers to make a discount for the particular organization, but it’s rather dificoult to get.
2.2 Are there any software donation programs for NGOs?
The only software donation program was the program of Rockeffeller Brothers Fund for few of its grantees in Montenegro, realized through TechSoupGlobal, and which covered only specific Microsoft software.
2.3 Are there any government or country efforts, initiatives, special program, grants or regulations related to ICT for NGOs?
Yes, Ministry for Information Society and Telecommunications (MIDT) developed a program which plans to provide 3,000 computers to key institutions and organizations in Montenegro. Through this program, in 2011 it received a donation from Chinese Government which provided 700 computers to primary and secundary schools in Montenegro and 56 NGOs received as a donation laptops for their organizational needs. Donated hardware to NGOs was based on open source platforms.
In 2010 MIDT also developed a program for improving e-skills in the country and it includes NGOs whose beneficiaries are marginalized (Roma people, people with disability...).
In June 2011 it organized a round table with leading NGOs in the country on “Models of participation of NGO sector in development of ICT based society in Montenegro” in order to define models of cooperation and models for increasing level of e-skills in the country.
2.4 Are there any laws or regulations that would affect our ability to donate technology products to NGOs? Or display NGO information?
There is no such a regulation.
2.5 Are there specific organizations or agencies that provide ICT support to the sector?
There is no such organization.
2.6 The three leading ICT organizations serving the tech needs of the most NGOs
There is no such organization.
2.7 Are there any IT companies CSR programs for NGOs?
Montenegro Telecom might be the only IT company that has specific CSR program for NGOs. It has a donation program through which it provides free of charge access to Internet and unlimited phone calls within its fixed telephony network to organizations of disability people.
2.8 Has the government committed or signaled an intention to make its data open and available to the public?
Yes. Montenegro already adopted Freedom of Information Law, whose implementation is generaly good, but still there are institutions in the country that regularly violate this Law.
In April 2011 Montenegro Government established “E-desk” which currently provides eleven services to Montenegrin citizens, covering health system, tourism, habitation, environment... All state institutions and significant number of municipalities have web sites which are regularly updated and which provide all important information, but still there is generally significant luck in e-communucation with the citizens.
According to the Survey of the Agency for electronic communications and postal services, number of internet users that downloaded information from public administration web sites is still significantly below European average (MNE –18%, EU – 31%), but is higher than in other candidate members such are Croatia (13%), Macedonia (10%) and Turkey (9%). Percentage which is lower than in Montenegro exists as well in some EU member states such are: Italy, Check republic, Bulgaria, Greece and Romania.
