2.10 What percentage of NGOs are computer enabled?

Since there is no relevant research on computer literacy and usage of ICT services by NGOs, we can use general data from the 2011 Census which showed that 172,829 people or 34.5% of population have good computer literacy and 79,993 people or 15.9% of population are persons partially computer literate.

Number of persons aged between 16 and 74 years which used a computer is 53.2%, while the percentage of those who have never used a computer is 46.8%. In regards with internet use, 46.5% of persons reported that they have used internet, whereas there are 76.6% of those used internet on a daily basis or almost every day, and 17.5% of persons use internet at least once a week^³⁰.

Comparing structure of people involved in activities of NGOs in Montenegro and the Census results, we can say that a great majority of NGOs are computer enabled and user Internet. As stated further in this Landscape, NGOs use their organizational or private computers for their work, depending on their financial capacity. Still, the level of their computer literacy is pretty low and mostly their computer usage is focused on text proccessors, internet search and e-mail.

2.11 What percentage of NGOs is connected to the Internet?

There is rather poor use of Internet and e-tools by NGOs. There is no specific research in this field but in this case, for 933 active CSOs in the country^³¹ we can use information from a survey “ICT usage in entreprises in Montenegro” (2011)^³². The survey indicates that 95.1% of enterprises having used a computer in their activities, had internet access, while there are 4.8% of enterprises with no internet access.

If we expect that only active NGOs are on the level of Montenegrin entreprises in using computers and internet and having web sites/home pages, we might come to a conclusion that only 50% of active NGOs have their web sites/home pages, which less than 8% of total number of registered NGOs.

2.13 How do NGOs use IT? (And if possible to find out: what the expend on IT – in terms of resources, time, money, staff, do they have IT on-staff, hire consultants, work in the cloud)

There is a low level of expenditure on IT. Most of NGOs have 1-3 computers (only profesionally based organizations with permanent staff have more than 5 computers), a printer and in some cases a small computer network. Since the software is generally illegal, expenditure on IT per an NGO comes to 1,000-2,500 EUR every three years. Usually they do not have IT on-staff, but hire IT consultants on ad hoc basis.

When these data is viewed in comparative perspective, one can see that Montenegrin position is rather low. Percentage of total population that uses search engines is lower only in Romania and Turkey; internet is less used for phone calls in Finland, Croatia, Ireland, Netherlands, Spain, Greece, Romania and Turkey. Peer to peer programs are less used in Austria, Greece and Romania, and there is less chatting and posting in Bulgaria, Greece, Macedonia, Turkey, Romania, Netherlands and Finland. Less people created their web pages in Ireland, Greece, Bulgaria, Cyprus, Turkey and Romania, and mails with attachments are less sent in Romania and Turkey.
To the question related to e skills most respondents answered (N=899) that they use search engines for finding information – 75.1%, that they send e-mails with attachment – 53.6%, and that they post in chat or forum rooms - 35.9%.
