History. This publication is a major revision to United States (U.S.) Army Training and Doctrine Command (TRADOC) pamphlet 350-70-16, dated 6 December 2011.
Summary. This pamphlet provides training and education proponency information.
Applicability. The information in this pamphlet applies to Army organizations generating learning products used by the Active Army (AA), U.S. Army National Guard (ARNG), U.S. Army Reserve (USAR), and Department of the Army (DA) civilians.
Proponent and exception authority. The proponent for this pamphlet is the U.S. Army Combined Arms Center (CAC). The proponent has the authority to approve exceptions or waivers to this pamphlet that are consistent with controlling law and regulations.
Suggested improvements. Users are invited to send comments and suggested improvements on DA Form 2028 (Recommended Changes to Publications and Blank Forms) directly to the Commander, Combined Arms Center (CAC), Fort Leavenworth, KS 66027-2300; or electronically to usarmy.leavenworth.cac.mbx.leav-atn@mail.mil. Suggested improvements may also be submitted using DA Form 1045 (Army Ideas for Excellence Program (AIEP) Proposal).

o Aligns training and education functional areas to proponent responsibilities (Table 2-1).
o Adds or deletes functional areas as they have changed since last publication (Table 2-1).

Chapter 1

Introduction




1-1. Purpose


This pamphlet designates functional area proponency for Army learning policy and systems. This document can serve as a quick reference for training developers to determine functional area proponency.

1-4. Scope


This pamphlet identifies the training and education development Program of Instruction (POI) proponent code (PPC), and collective proponent code (CPC) for each Army training and education functional area where applicable. PPCs and CPCs are used to identify the approval authority for all individual and collective training and education products respectively. The authoritative reference for PPCs can be found in the Army Training Requirements and Resources System (ATRRS) Verification Table Function (VRL) table 85. The authoritative reference for CPCs, which are derived from training publication series numbers, can be found in Department of the Army Pamphlet (DA PAM) 25-40, table 8-3. In accordance with Army Regulation 350-1, para. 2-22 b (1), this pamphlet designates proponency for information related to training and education only and should not be confused with force modernization proponency as defined in AR 5-22, page 11. This pamphlet is not intended to imply original classification authority or proponency over any technical data or equipment. All requests for foreign disclosure within the following functions must be processed through the duly appointed foreign disclosure officer with delegated disclosure authority that will facilitate foreign disclosure requirements with the appropriate proponent in accordance with Army Regulation (AR) 380-10 and United States (U.S.) Army Training and Doctrine Command (TRADOC) Regulation (TR) 350-70.

1-5. Instructions for updating proponency listing


As per TR 10-5-1, paragraph 9-1, the TRADOC Deputy Chief of Staff, G-3/5/7 develops, integrates and manages training operations and requirements, concepts, policies, and plans. TR 10-5-4 further assigns this responsibility to CAC.
The lists contained in this document are based on assigned proponency and validated by DOTMLPF-P analysis. Changes to DOTMLPF-P may cause changes in proponent Training and Education functional areas. Refer to TR 350-70 for information regarding training and education proponent responsibilities. As a result, this document may be updated more frequently than directed in existing regulations and policies. These instructions are provided to the training and education proponents to facilitate these updates.
For changes in functional areas mandated by a change of assigned mission, and/or generated by changes in DOTMLPF-P, or other mandates from HQ DA or TRADOC HQ, the proponent should formally notify CAC through TRADOC G-3/5/7 via memorandum regarding changes to proponent areas.

For changes in functional areas generated internally by change in internal organization, changes in mission or proponency from one activity to another, the responsible proponent should formally notify CAC through TRADOC G-3/5/7 via memorandum within 30 days following a change of responsibility.
