ATLANTA CITY COUNCIL
MINUTES
NOVEMBER 18, 1998
The Atlanta City Council met in a Special Called meeting on Wednesday, November 18, 1998. The Meeting convened at 4:08 P.M. in the Council Chambers at City Hall. The roll was called and a quorum was declared.

PRESIDER: Council President Pro-Tem Jim Maddox presided.

The following voting members (11) were present at the Meeting.

ABSENT: Councilmembers Lee Morris, Felicia Moore, C. T. Martin, and Doug Alexander were absent.

COMMUNICATION

98-C-2251 ( 1) A Communication from Council President Robb Pitts advising of a Special Council Meeting on Wednesday, November 18, 1998 at 4:00 p.m. in the Council Chambers for the sole purpose of considering Ordinance 98-O-2130.

ORDINANCES FOR SECOND READING
98-O-2130 ( 1) An Ordinance by Councilmembers Michael Bond, Cleta Winslow, Vern McCarty and Jim Maddox authorizing the City to construct a municipal courtroom and to refund certain outstanding certificates of participation, and to thereby satisfy existing installment purchase financing arrangements, and to finance the costs thereof by entering into an installment purchase financing arrangement, and authorizing the Mayor to sign on behalf of the City certain documents relating thereto; and for other purposes. (Hold in Breast of Full Council at 11/16/98 meeting for Substitute during Special Called Meeting on 11/18/98)
Committee Vice-Chairperson Bond sounded the above item. He then Made a Motion to Bring Forth a Substitute which, he stated for the Record, contained the correct rate amount. Subsequently, the Motion CARRIED without objection. In due course, Mr. Bond Made a Motion to Adopt on Substitute. Acting Council President Pro-Tem Jim Maddox the Vice-Chair what the rate amount was; but Mr. Bond deferred to Chief Financial Officer Judith Blackwell who responded accordingly. Subsequently, the Motion to Adopt on Substitute CARRIED by a roll call vote of 11 yeas; 0 nays.

ANNOUNCEMENTS




Councilmember Bond announced that on Friday, November 20, 1998, his


office, along with the Office of the Mayor and the Fire Department, would be

giving away over 2000 smoke alarms to various elementary school

students in Council 3 District. The participating schools would be

Anderson Park, Grove Park, Herndon, Walter White, Oglethorpe, and

Bethune Elementary Schools. Mr. Bond noted that in the last 18 months,

the majority of the fires where children were killed was in the City of Atlanta

Council District 3.
Mr. Bond also announced that his office, along with the radio personalities

at V-103 raised approximately $4,000 in order to cover the funeral expenses

for the children killed in last week’s fire. He further noted that Former

Heavyweight Champion Mike Tyson, had pledged to pay any difference that

contributions did not cover.


ADJOURNMENT: There being no further business to discuss, the November 18, 1998 Special Called Meeting of the Atlanta City Council was adjourned at 4:15 p.m.
