Atlantic County Business Committee Meeting April 28th 2017 located at the Pleasantville One Stop

The meeting was called to order at 9:05am by Rhonda Lowery. Alan B. along with Terrie L. approved the minutes from the previous meeting.
Minutes:

The Atlantic County Summer Youth program and business partner meeting is scheduled for May 4, 2017 located at the Atlantic City City Hall regarding employment for youth between the ages of 18-24. The Workforce Development Board cannot assume the salaries for the program as is times past, therefore we are endeavoring to bring in employers that will hire the youth with a 50% salary reimbursement. The training for the program is a 4 weeks for 5 hours a day 5 days per week consisting of life skills, job readiness, and financial literacy classes. Once completed the youth will then be matched to an employer of which there is no wage requirement. All participants should however be offered no less than 25 hours per week. Should the participant require a casino license we will cover the cost for that also WDB will provide the first bus pass. We will begin the application process June 1st 2017 with a level of service of 100. Joe K. expressed that this is a great model and employer engagement is a key to success. It is the hope that the participant will start work by July 1st 2017.


We would like to be informed of any employer needs as this is to ensure that it is fulfilled with a good match. Alan B. submitted that there has been an increase in individuals failing the required drug testing hair samples being the most accurate test. Joe K. is proposing that the youth should be processed by May 15, 2017 to early June being the first pool of youth. Jim D. from the Borgata Casino informed us that the seasonal period is between 5/15/2017 to 8/15/2017. Currently the Borgata is in need of approximately 30 Housekeepers. If each employer hire one or more youth this would fulfill our quota and or goal. There will be some youth that will be fast tracked due to experience. Joe K. suggested that case management should be an added piece in this program.
Alan B. informed the committee that in Atlantic County there are 119 CNA positions available so is there a possibility to include the at risk youth as patient aides. Rhonda L. confirmed that ACCC has tried this in past but was unsuccessful; we can consider the patient aide. With a variety of employers that we have contacted we should ensure that the youth are fully equipped to fill open positions. Vendors will ensure that the youth will get their GED. Elaine W. is scheduled to meet with Wal Mart and will present this program as well. Joe K. also will contact Eric R. to meet with Elaine W. to explain the process.
It was asked that as we proceed with the program in 2018 can we begin in the month of January with training the youth so that by the month of May they can begin work. Also regarding is employer vetting is there a requirement. Rhonda explained that it will be looked into however no jobs will be held for this reason. There about 700 people out of work and we are open to Atlantic County residents only.
Old Business:

Rhonda L.-AC NEG began on March 3, 2017 with 128 registered participants; 119 were found eligible, 6 were referred to ESL, 108 is seeking employment, and 9 ineligible. Joe K. will obtain the number of employers and placements. Given the outcome of the first NEG we have taken a different approach with a focus on wrap around services and we are looking to continue.


New Business:

Stephanie K.- JEVS has partnered with Jobs for the Future (WWW.JFF.ORG) They are will to present their program to the Full Board and believes that this would be a great collaboration.


Alan B.- Dr. Guenther (ACIT) is willing to put a program together to assist our endeavors. Rhonda L. responded that an agreement can be entered into to fill the need of the employer.
Jim D.- asked if there are any programs that will fund ESL for newly hired employees. Rhonda L. will inquire.
