The following job specification is intended to reflect the nature, range and context of the work. It identifies the main requirements of the role, but is not an exhaustive list of duties.
BBC Technology

Technology Division delivers the technology and services that enable the BBC to fulfil its strategic and business goals. Its services include:-

  • Setting the Technology Strategy for the BBC.

  • Management of third party supplier and technology partner contracts.

  • Delivering on projects of all sizes up to and including multi-million pound technology infrastructure and software projects.

  • Ensuring IT and telephone infrastructure availability for all BBC platforms and systems.

  • Responsibility for keeping our News and Radio channels on air and on-line.

  • Working with output divisions on developing and delivering their technology strategies.

  • IT, information security and Business Systems across the BBC.


The Aurora Programme

The Aurora Programme is a strategic programme within Technology division and its purpose is to redefine the BBC’s technology landscape and the supplier engagement model that supports it. The programme will review and re-procure the services currently provided under the existing contract with Atos which runs until 2017 and will lead the transition to a multi sourced ‘Tower’ model. The Aurora Programme will engage with all BBC divisions to ensure that the outcome will deliver the optimum service and value for money.


Purpose of the role

The Aurora Programme was conceived with two distinct stages.


Stage one which is now complete, was to identify those services which should be provided internally by the BBC, those which should be provided by third parties, and to develop a preferred operating model.
Stage two which will run from now until 2017, will plan and undertake the necessary activities to implement the BBC’s future multi-sourced “Tower” model where services are grouped in a way which is recognised by the market and co-ordinated by a BBC Service Integration and Management function. As part of this process some services may be brought back in house and there will be an internal BBC transformation programme.
The Radio & Music Business Lead will lead and facilitate the engagement between the Aurora Programme and Radio & Music. They will provide a single point of team coordination, liaison and communications on all Radio & Music activity and personnel relating to the Aurora Programme. They will ensure that Radio & Music’s requirements and responses are captured, validated and represented to the Aurora Programme, ensuring that any decisions on change or business impact are made at the appropriate level. The Radio & Music Business Lead will work with senior divisional stakeholders and the Aurora Programme Communications Lead to help ensure that users are communicated with effectively and any changes to services or workflows are understood and do not affect output.
The specific activities to be undertaken during Stage Two of the Aurora Programme will include the following tasks:

  • The procurement of services from third party suppliers under the Public Procurement Regulations procedures and their implementation. This may include both first and second generation outsourced services.

  • The design and implementation of new operating models for technology services with impacts on a number of BBC divisions.

  • The design and implementation of an appropriate BBC organisation to manage the future operating model.

  • The communication with users and staff directly affected by any organisational or service changes to ensure that they are properly informed about any impacts, the reasons for the change are understood, and that output is not affected.

The Radio & Music Business Lead should also understand the other key technology services that Radio & Music relies upon, how the Aurora programme may affect these services and to assist in managing this impact, be it to improve, transfer, maintain or exit from them, such services may be delivered internally within the BBC or externally by other companies or organisations.


Key Responsibilities

  • To be the overall lead for Radio & Music for engagement with the Aurora Programme.

  • To provide leadership and co-ordination for all teams and key stakeholder groups within the Radio & Music division engaged with Aurora and to ensure that their interests and requirements are captured and clearly communicated.

  • To represent the interests of Radio & Music, to ensure that the deliverables and outcome of the Aurora programme is aligned with the vision and strategic objectives of Radio & Music and that where there are changes in service or business impact that these are signed off at the appropriate Radio & Music forum.

  • To engage with Radio & Music Heads of Technology and to ensure that strategic business requirements remain aligned.

  • To engage with Radio & Music Heads of Technology to ensure that Technology Strategy alignment is maintained.

  • To work closely with the Aurora Communications Lead to ensure that users within Radio & Music who will be directly affected by organisational or service changes are identified and communicated with effectively so that they understand the impacts on them, the reasons for the change and that risks to output are kept to a minimum.

  • To provide SME or as an initial contact point for technical and/or workflow queries from the Aurora Programme about Radio & Music areas and/or systems

  • To undertake, with the Aurora Programme and Radio & Music Technology Controller, stakeholder engagement and communication at a senior level within the Radio & Music division to ensure that the objectives and status of the Aurora Programme is clearly understood.

  • To report into the Aurora Programme and Radio & Music any risks, issues, assumptions, dependencies which could have an impact upon the outcome or deliverables of the Aurora programme.

  • To work with the Radio & Music change team to ensure all aspects of the Radio & Music change plan are understood and incorporated as appropriate into the Aurora programme.


Knowledge, skills & experience 

Essential

  • Understands the vision and strategic objectives of Radio & Music and is able to articulate and translate these into tangible plans, actions and deliverables.

  • Has credibility within the Radio & Music division and is experienced in engaging with stakeholders within Radio & Music at a senior level.

  • In-depth knowledge of the teams and organisation of the Radio & Music division and of the impact of any changes to existing services.

  • Has credibility within Technology division and is experienced in engaging with stakeholders within Technology at a senior level.

  • Able to work collaboratively with a wide range of stakeholders with differing views and ability to challenge when appropriate.

  • Ability to translate complex information from a range of sources and to clearly articulate a solution.
