Phase PO2A – SUPPLY GENERATOR SETS FOR BMOBILE VODAFONE NETWORK DEPLOYMENT

  1. OVERVIEW

As part of the Bmobile Vodafone Network Expansion program, throughout PNG and Solomon Islands, Bmobile hereby is calling for proposal from reputable selected Generators and Power Solution suppliers to provide Hybrid Power units to power its Mobile Telecommunication sites.


Bmobile is looking to install new and upgrade existing sites by May 1st 2015, when sites will be ready as part of Project PO2A rollout in PNG. The hybrid power units selected will also be used at Bmobile Vodafone sites in the Solomon Islands later in the year.
As a design baseline, Bmobile is looking for hybrid power solutions with;


  • Design shall have a design life of 10 years or over

  • Refuelling every 30 days

  • Low Capex cost

  • Low Opex cost

  • Efficient and dependable

  • Ability to interface with the Huawei BTS 3900 is desirable

  • Diesel generators to have the Deep Sea controller 7420.




  1. DESIGN OVERVIEW

The Hybrid solution should be:



  • based an efficient diesel generator with an adequate battery bank to support the load.

  • The battery type should be sealed and maintenance free.

  • Output is to be – 48V DC.

  • Other inputs such as solar, wind and grid power should be available to the system as a plug and play modules.

  • The generator must not run continuously.

  • Normal DOD of 30-35%, this allows the site to continue if the generator doesn’t start and extends the number of cycles for the batteries.

  • DC distribution panel with 2 x LVD for Priority and Non-Priority load control

  • Maximum LVD of 50%

The hybrid power system sought is designed for Off Grid operations with a view to reduce OPEX with comparison to conventional power solutions running 24/7 generators. The site equipment will be Huawei cabinet with a -48 VDC input.

In principal, the expected operation of the generator (genset) is as below.


Typically the generator will run for about 30% of the time or less. For the rest of the time, the battery is discharging. A full cycle should take around one day hence the characteristics of battery, generator and load, and optimisation of the solution should support this.




  • The charged battery bank will dissipates to preset voltage level (DOD 30-35%), At DOD level the start signal is sent to the genset and ATS, which takes over site load and recharges the discharged batteries.

  • When batteries fully charged, genset stops and cycle repeats.

  • Solar, wind or grid input into the system to minimise generator use. This should be available as a modular option where by it can be a plug and play solution

  • For sites that have grid power the grid should charge the battery . If grid power is lost the batteries will discharge to DOD level. Once DOD has been reached the genset will start and take the site load and recharge the batteries until grid power returns.




  1. SCOPE OF SUPPLY

The scope of work will include designing, supply and commissioning of complete Hybrid power solution. The installation can be done by a local contractor upon supervision from the selected supplier. The scopes are as follows:

  1. ____kw load design. Use from table 1 above.

  2. Deep cycle Batteries @ 30-35% of normal DOD and 50% for LVD.

  3. Off grid hybrid design shall be based on Generator-Battery scenario. Battery for 18 hours and Generator for 6 hours.

  4. Grid design shall be based on 4 hours battery backup @ 30-35% DOD. Note: For On Grid sites we will only require the generators of a suitable capacity as deemed by the vendor.

  5. Selection of appropriate size generator (KVA), Battery bank (Ah) and Fuel tank capacity (Lts).

  6. Design shall include

  • battery boxes (with cooling facility),

  • equipment cabinet,

  • Appropriate rating rectifiers system,

  • DC distribution panel with 2 x LVD for Priority and Non-Priority load control




  • Control system to operate system according to selected scenario. The system controller must accurately manage charge and discharge cycles, including charge voltage, charge duration, charge rate and depth of discharge. There should be an option to limit the charging current of the batteries by the user.




  • Full NMS monitoring integration using remote management and SNMP output to Solarwinds

  • The network operator or service organization can prove the hybrid cost savings

  • Ensure operation remains optimal

  • Manage the response to faults

  • Support battery warranty of 3 years,

  • Lightning protection, cabling, and auxiliaries, earthing and manuals.



  1. Equipment configuration shall be for outdoor installation.

  2. All cabinets and battery boxes shall be waterproof, windproof and anti-corrosion and have the capability to withstand the weather and remote locations of PNG, All cabinets, tanks, and gensets must be provided with anti-theft locking systems.

2(a) GENERATOR SPECIFICATION AND REQUIREMENTS


All generators based on its ratings will be supplied with all basic features as per Table 2 – Basic Generator Specification below.

Full monitoring and remote control for start and stop of generator.

Pre sale support

Ordering, design requirement, connectivity with on site power equipment, site layout confirmation (tower base mount etc) and successful bidder may be invited to setup model site/demonstration of solution.

Post sales support

Spare part and maintenance kits supply. Frame supply contract 6 years and over. One contact for PNG and SI. Warranty for Maintenance including repair and return of parts.

Training

On site customer training, for staff and nominated contractors. Objective; over time to handle all maintenance and trouble shoot skills in-house. Basic, Advance and Specialised (such as Controller programming etc). Training and resource plan. Training sites consider PNG and SI.

Delivery

Lead time to deliver from PO, CIF POM, LAE (PNG) and Honiara (SI), Port of origin, route to PNG and SI, number of units fitting in one container

  1. Phase PO2A - ORDER LIST and SUMMARY TEMPLATE


Lae: 45 sets are to be delivered to Lae, PNG, of these 26 will be used as off grid systems with full hybrid solution and 19 will be utilised as On Grid for which only generators will be needed.
Honiara SI: 3 sets of Off Grid full hybrid units are to be delivered to Honiara Solomon islands.



  1. REFERENCE DOCUMENT BE INCLUDED IN YOUR RESPONSE

Detail specifications of solution supplied are to:




  • Include technical, data sheets and physical specifications, for generators and all associated equipment proposed.

  • Include Full battery specification sheets, including technical, physical and DOD curves.

  • Include detail and clear schematics of overall connectivity of proposed solution, including, earthing, protection, performance monitoring and control.

  • Include Controller wiring diagrams

  • Above includes any 3rd parties systems in the proposals.

  • Information on the network control system.



  1. RFP TIMELINE

Issue of RFP: Monday 22 December , 2014

Closing date: Wednesday 14 January , 2015, 17:00 hrs.

Successful bidder notified: Wednesday 19 January, 2015.


Bmobile Vodafone at its discretion may change Closing date and time. Any such changes shall apply to all bidders.


  1. EVALUATION

Evaluation will be on the basis of technical and commercial proposal


Please note:

The commercial proposal will be required to be submitted after being qualified for the technical solution. 




  • Proven quality of solution, meeting requirement and ability to demonstrate the use by other customers.

  • The ability of the system to improve OPEX,

  • Pricing,

  • Presales and post sales support

  • Capability to deliver and support.

The attached evaluation template should be filled by all vendors.




  1. PRICING VALIDITY AND TERMS




  • Quotations are to be valid for 60 days, from date of submission to Bmobile.

  • All prices are to be in US$

  • Preferred prices are to be FOB and quote for shipping to PNG, Lae and SI, Honiara separately. If unable to do so, clearly specify trading term.
