Course delivery and administration are virtually supported by a Course Delivery Forum and a Course Administration Forum designed with Lotus Notes groupware software and accessed via a Web browser.
Multimedia CD-ROM: The multimedia CD-ROM was designed via Authorware Professional multimedia authoring software. This special learning interface is designed to aid in the creation of effective study materials and in navigating through those materials. The key components in the Multimedia CD-ROM content are: text, tables, audio files, video files, pictures, interactive exercises and case studies. The

course study time is estimated at 40 hours, and the process is supplemented with a printed workbook. The course content is as follows:


What is business?
• How to succeed in business?
• How to prepare a business plan?
• Is there a market for my business idea?
• What do I need to run a business?
• How to estimate a financial basis?
• How sure am I about my plan?
• How to present the business plan?
• Is the business plan complete?
• Appendix
• Conditions for the "Hotel" exercise
We are also seeking to publish the latest information about distance education on the Web page of the Distance Education Studies Center of the Rīga Technical University.
Our target group: middle-level managers in companies, managers of SMEs, students and anyone who is interested in understanding and using business planning as part of personal strategies in terms of lifelong learning. The course has been conceived as a large-scale, industrialized course - one which will attract considerable numbers of students in Latvia and Estonia. It's an Internet-based course, but it emphasizes one-on-one tutoring and sensitive and individualized work with each student.
The pilot course started at the end of March 1999, and it is expected that course delivery will be begun in the fall of 1999.

Conclusions
The multimedia-Internet CD-ROM-based open distance learning course that has been developed is an exciting learning medium that is contributing to the development of new learning methods and motivations in the emerging Information Society.
Development of the course has been a very time-consuming process, but the expertise gained by the development team will allow the group to develop other courses more quickly, thus effectively responding to the learning needs of society.
