5. The organizational structure should not place too heavy a burden on the pastor. There is a tendency in many churches to think that the pastor is responsible for most of the evangelistic outreach, most of the visitation to the sick and bereaved, and much of the administration. But the New Testament model for the church divides responsibility among the elders, deacons, pastor, and members of the congregation. One way to protect the pastor from being overburdened is to outline clearly the expectations for each office and each member of the church.
