5:17,18; Luke 10:7. Care should betaken regarding how the offering is collected, counted and safeguarded. Generally it is best if the pastor does not collect and hold offerings. If the pastor remains unaware of how much each person in the congregation gives, the pastor is not prejudiced for or against people because of what they give or do not give. And the congregation is not suspicious of the pastor’s management of the money if the pastor does not handle the money. I recommend that at least two trusted people from different households be involved in collecting, counting, recording, and depositing money for safekeeping. Having two people involved reduces errors and gives assurance to a congregation that the offerings are being handled honestly. Elders and pastors may develop a proposed budget each year. Elders should specify who is authorized to dispense money. Typically, a treasurer is appointed to pay monies in accordance with the budget and in accordance with monies available. The Bible teaches that those who preach and teach the Gospel are worthy to receive compensation for their work. See 1 Timothy 5:17,18 and Luke 10:7. If the mission church is too small to support a pastor, the pastor may need additional support from a part-time secular job, from a sister church, from individuals outside the mission church, or from a mission organization.
