The usual conversations within policy discourse happen but those least well off can’t move forward until we resolve the prior issues of power, privilege, and White Supremacy that frame the conversations of the resolution. The resolution calls for us to discuss relationships from two governments that reside on two sides of the world, but the resolution makes no room to evaluate what happens in and between the physical, psychic, and social bodies outside of a Black/White Binary by intensely analyzing the role of our notions identity politics. This causes fugitivity and a lack of black expression within academic spaces like debate.

Our solvency is to accept fugitivity and recreate the debate space into a space of acceptance through auto poesies. Not only does this allow for social life within the space for the black debaters but also can be utilized by others as their own for of personal story telling.

The United States federal government should increase its diplomatic engagement with the People’s Republic of China by engaging in transparency dialogue to clarify future limits on missile defense deployment and that its missile defense is not targeted against them. The United States federal government should establish an advance launch notification agreement and joint ballistic missile defense Data exchange center with China.

Advantages/Harms (with explanation):

The US is acting as the unilateral police of the world in a multipolar atmosphere with an increasing global governance. As a result, non-western countries are rising and challenging the powers that don’t follow the international regulations or norms. Trump conflates conventional established norms of international relations by prioritizing exceptionalism, which inherently diminishes US influences. This escalates to great power conflicts with several non-western countries. China’s “aggressiveness” in the SCS and defensive measures against the US encroachment are reflective of their disagreement with the US’s unilateral measures. This has pushed and created a strong Russian-China alliance that has demonstrated commitment to exclude the US from several international agreements. The use coercion and violence are methods that both countries will default to if the US doesn’t detach from its opaque power projection strategies. Furthermore, US containment of China and lack of transparency are root causes for Chinese aggression. This has allowed for the reproduction of BMD systems, which is increasing misperception between the countries and incrementing the security dilemma. That makes a self-fulling prophecy with China inevitable, leading to nuclear war. Such war drags Russia along on China’s side, increasing the magnitude of the conflicts between the 3 great powers. The terminal impact is extinction. Unofficial talks in the status quo fail because of the lack of transparency. Transparent dialogue through BMD policies, joint BMD and data exchange centers are the most efficient method to resolve disputes. This uniquely solves for miscalculation, misperception and escalation. Moreover, both countries have demonstrated commitment to establish such programs and talks. Such dialogue and program will allow for a reciprocal and communicative relationship with China, challenging the current perception of each nation and opening the door for future cooperation.
