(KIA) Citation: The President of the United States takes pride in presenting the Navy Distinguished Service Medal (Posthumously) to Dean F. Smiley (88720), Private, U.S. Marine Corps, for extraordinary heroism near St. Etienne, France, on 9 October 1918. Private Smiley rushed a hostile machine-gun nest single-handed, killing three of the crew and capturing the remainder. While taking his prisoners to the rear, this gallant soldier was killed by enemy artillery fire. While endeavoring to establish a large company front which had become disconnected, Lieutenant Thomas encountered a large number of the enemy filtering through our lines. By strategic maneuvers he formed a strong resistance causing heavy casualties on the enemy and forcing their retreat after he himself had been seriously wounded. Gunnery Sergeant Wiman not only participated successfully in numerous bombing raids into enemy territory, but on 2 October 1918, when word was received that a body of French troops had been cut off from supplies for two days by the enemy, and it was decided to feed them by aeroplane, canned food and bread were loaded in planes and Gunnery Sergeant Wiman flew over the besieged troops at an altitude of only one hundred feet and dropped the food where these troops could get it. This performance was repeated four times, each time under heavy fire from rifles, machine guns and artillery on the ground. Also, on 14 October 1918, while leading a raid of seven planes near Pittham, Belgium, his plane and one other became separated from their formation on account of motor trouble and were attacked by twelve enemy scouts. Gunnery Sergeant Wiman shot down one enemy plane before his motor quit entirely, and landed under fire in the Belgium front line trenches. Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to Frederick M. Wise (0-1077), Lieutenant Colonel, U.S. Marine Corps, for exceptionally meritorious and conspicuous service. Lieutenant Colonel Wise commanded with skill, ability and gallantry, the 59th Infantry, from 4 September 1918 to 23 January 1919. During the St. Mihiel offensive, he personally directed the attack of his regiment against Manheulles and Fresnes-en-Woevre, which resulted in the capture of the enemy's line in this area. On 28 September 1918 he directed the attack of his regiment which resulted in the capture of the Bois-de-Brieulles. From 26 September to 21 October 1918, his personal courage and aggressive attitude was an important factor in the successful operations of the 8th Infantry Brigade against the Bois-de-Brieulles, Bois-de-Fays, Bois-de-Malaumont, Bois-de-Peut, and Bois-de-Foret. He has rendered services of signal worth to the American Expeditionary Forces. The President of the United States takes pride in presenting the Navy Distinguished Service Medal (Posthumously) to William L. Boyce, Assistant Machinist, U.S. Coast Guard, for distinguished and heroic service in the line of his profession as an officer of the U.S.S. Seneca in volunteering as one of a party to board the British Steamer Wellington, following the torpedoing of that vessel on 16 September 1918, and her abandonment by her crew. Assistant Machinist Boyce was placed in charge of the machinery of the Wellington and through his efforts in handling the Power plant, the vessel, although fatally damaged, was able to continue on her course for port for twelve hours; then, owing to heavy weather and rapid rising of the water in the holds, a bulkhead gave way, flooding the engine and fire rooms. Even then, Machinist Boyce and his men stuck to their posts until steam was blown down sufficiently to prevent danger of explosion to the boilers. General Hines acted in direct liaison with the Navy Department, and in addition personally co-operated with the Commander of the Cruiser and Transport Force in furthering the transportation of troops, and his zeal and ability greatly contributed to the successful operation.

Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to David F. Sellers, Rear Admiral, U.S. Navy, for exceptionally meritorious service to the Government in a position of great responsibility as Commander, Special Service Squadron, from 8 July 1927 to 12 May 1929, during the disturbed conditions in the Republic of Nicaragua. Throughout this time Rear Admiral Sellers handled with great skill and diplomacy the many delicate situations that arose incident to the pacification of Nicaragua prior to the presidential election on 4 November 1928, during the election and subsequent to it. As the Senior Officer present he coordinated the activities of the Marine Brigade on shore, which was a part of his command, with the activities of the Nicaraguan Government, the Guardia Nacional, and the officers of the United States Army on election duty. In the discharge of his duty of protecting lives and property he displayed strength and initiative coupled with wisdom and tempered by kindness and humanity.

Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to Cyrus W. Cole, Rear Admiral, U.S. Navy, for exceptionally meritorious service in a duty of great responsibility as Officer in Charge of the rescue and salvage operations of the U.S.S. SQUALUS from 23 May 1939 to 15 September 1939. By his efficient administration, exceptional ability in planning the operations and his untiring energy in the rescue of the survivors and the salvage of the stricken submarine, Rear Admiral Cole displayed leadership and perseverance of the highest order. Rear Admiral Dyson, as a result of his ability, study and application, is recognized as one of the foremost authorities in the world in the field of propeller design. During his long years of service in the Navy he has given it, without stint, the benefit of his knowledge and experience and the success of the machinery installations of many of our vessels is due to his thought and effort. BEAR OF OAKLAND during the Byrd Antarctic Expedition II. Through his efficient and conscientious performance of duty, Lieutenant English contributed greatly to the success of the Expedition. Bureau of Naval Personnel Information Bulletin No. 229 (November 30, 1935) Momsen, Charles B. Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to Charles B. Momsen, Lieutenant, U.S. Navy, for exceptionally meritorious and distinguished service to the government in the successful development of the escape device known as the "Lung". During the early stages of its design and development Lieutenant Momsen, one of the inventors, courageously, repeatedly and voluntarily risked his life in conducting experiments of a nature such that there was little or no information available as to their probable results. In the later tests of the device when escapes were made from the U.S.S. S-4 submerged to depth as much as 206 feet, Lieutenant Momsen was not only the first person to venture the escape but was also the leading and guiding spirit in all subsequent ones. It is through the initiative, courage and perseverance of Lieutenant Momsen that the development of the "Lung", which has been pronounced as the greatest single contribution to Submarine escape, has reached a successful conclusion and the device has been adopted as part of the regular equipment of all our submarines. Bureau of Naval Personnel Information Bulletin No. 104 (May 18, 1929) Powers, Patrick F. Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to Patrick F. Powers, Chief Boatswain, U.S. Navy, for exceptionally meritorious service in a duty of great responsibility while serving on board the U.S.S. Blackhawk. Chief Boatswain Powers closed a valve through which gasoline was escaping into a fire which might have resulted in serious damage to the entire ship and possible loss of life. The action of Chief Boatswain Powers was above and beyond the actual call of duty and was taken at great personal risk. Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to A. C. Read, Lieutenant Commander, U.S. Navy, for exceptionally meritorious service in a duty of great responsibility in the development of U.S. Naval Aviation, and especially for his achievement in making the first trans-Atlantic flight in the NC-4.

Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to Clarence L. Tibbals, Chief Gunner, U.S. Navy, for exceptionally meritorious and distinguished service to the government in the successful development of the escape device known as the "Lung". During the early stages of its design and development Chief Gunner Tibbals, one of the inventors, furnished much of the information needed in the design of the "Lung" from the knowledge gained during his long years of experience as an expert deep sea diver and, later, during the first tests of the apparatus he repeatedly, courageously and voluntarily performed feats at great personal risk in order to prove the correctness of the theory and construction of the apparatus. When the practicability of the apparatus was being tested he made many escapes, and assisted others in making escapes, from the U.S.S. S-4 submerged to depths as much as 206 feet. It is in a large measure, due to the knowledge, courage and high sense of duty of Chief Gunner Tibbals that the development of the "Lung", which has been pronounced the greatest single contribution to Submarine escape, has reached a successful conclusion and the device has been adopted as part of the regular equipment of all of our submarines.
