General information
Data numbers are used to deliver services on packet switched networks managed under ITU-T Recommendation X.25. An X.25 network consists of packet-switching exchange (PSE) nodes as the networking hardware, and leased lines, plain old telephone service connections or ISDN connections as physical links. X.25 is a family of protocols that was popular during the 1980s with telecommunications companies and in financial transaction systems such as automated teller machines. While X.25 has been, to a large extent, replaced by less complex protocols, in particular the Internet protocol (IP), the service is still used and available in niche and legacy applications

The numbering arrangements for X.25 public data networks are set out in ITU-T Recommendation X.121. The arraignments in Australia for these numbers are set out in Chapters 4 and Schedule 5 of the Telecommunications Numbering Plan 1997 (the Plan). The ACMA allocates data numbers under Chapter 6 and Schedule 7 of the Plan.

Each section below refers to the section in the Plan which manages this issue. This information is provided as a guide only, and should not be considered exhaustive or a substitute for legal advice.

Applying for data numbers

Eligibility (see section 6.1(1))

Only carriage service providers (CSP) can be allocated data numbers. The ACMA will satisfy itself that a first time applicant for numbers is a CSP before allocating numbers. Applications will be assessed against criteria in Chapter 6 of the Plan.



Application charge (see section 6.8)

An application charge applies to applications for data numbers. The application charge is set under section 60(1) of the Australian Communications and Media Authority Act 2005. Details of the application charge can be found on the ACMA's website (http://web.acma.gov.au/numb/login.do).

Applications will be processed upon receipt of the application charge. The ACMA will issue an invoice after an application has been received. The invoice contains information about how to pay by EFT, credit card, Bpay and cheque.

Information required (see section 6.20)

Applicants for data numbers must answer the questions in this form. Please provide sufficient detail to allow the ACMA to process an application, as insufficient detail may delay its processing.

The information required includes:


  • the appropriate unit size (see section 6.23)

  • a preferred range, if required. Unused ranges can be found in the Register of Numbers on http://web.acma.gov.au/numb/openAccess/inquiry/viewAllocationSearch.do.

  • the intended start date of the numbers. Numbers must be in used within 12 months of allocation (see section 6.14)

  • the date temporary allocations will cease, if appropriate (see section 6.25)

  • a description of the nature and function of service. This should include operational and infrastructure details of the service and how the numbers will be used (see section 1.6)

  • details of the projected demand for X.25 DTE/DCE interfaces and X.28 PAD interfaces (see section 6.20 &Schedule 7, 4.2)

  • evidence of international interconnect where a data network identification code is requested. The agreement must be between a foreign public telecommunications network and the applicant’s network (see section 6.19 and Schedule 7, 4.3)

Applicants can request an application remain commercial-in-confidence. If the ACMA considers the claim reasonable, the information in the application will be managed in accordance with section 6.9 of the Plan.

Acknowledgement (see section 6.7(3))

Your application must be acknowledged in writing within five working days of receipt. If you do not receive an acknowledgment contact the ACMA the application may not have been received. Applications will be processed on receipt of the application charge.



Time to decide an application (see sections 6.10 & 6.29(1))

Routine applications for data numbers may take up to ten working days to finalise. The ten working days commences on the day after the application charge and application forms are received. Most applications for numbers are routine. If additional information is sought, an application will be placed on hold until further information is received from the applicant. If the additional information is not provided within 40 working days of request, the application is taken to have been withdrawn.



Annual numbering charge (see section 6.8(2))

Data numbers are exempt from annual numbering charge (ANC). Information about ANC can be found on the ACMA's website (http://www.acma.gov.au/WEB/STANDARD..PC/pc=PC_2467)



Surrendering data numbers

Eligibility (see section 7.12 & 7.13)

Only CSPs holding data numbers that were allocated to it or received via permanent transfer can surrender the data numbers. The rules for surrendering data numbers are set out in Chapter 7, Part 3 of the Plan.



Application charge

There is no application charge to surrender data numbers.



Information required (sections 7.14 & 7.15)

Applicants wishing to surrender numbers must answer the questions in this form.The information required includes:



  • the range of data numbers being surrendered

  • the quantity of numbers being surrendered

  • whether the numbers are currently in use

  • the preferred surrender date (if required)

  • additional details about numbers that are in use. Relevant information includes the service being provided on the numbers, the arrangements for withdrawing the service including whether customers have been notified, and when the numbers will be decommissioned.

Acknowledgement (see section 7.16)

An application to surrender data numbers must be acknowledged within five working days of its receipt. If you do not receive an acknowledgement for your application contact the ACMA as the application may not have been received.



Time to decide an application (see section 7.17)

An application to surrender data numbers may take up to ten working days to finalise. The decision-making period can be extended to a maximum of 44 working days, where the ACMA believes consultation is necessary to make a decision.

Section 7.17 of the Plan states the ACMA must refuse an application to surrender numbers in the following circumstances:


  • the numbers have been allocated for less than 12 months and the ACMA is satisfied that the main reason for surrender is to avoid paying annual numbering charge;

  • if the application to surrender is on or within 15 working days before the census date for ANC;

  • a request to surrender numbers in a non-standard unit size where the quantity of numbers surrender will hinder the later allocation of those numbers or the inability to surrender would be significantly disadvantage or inconvenienced, and the quantity surrender is not consistent with the current number analysis capabilities of Australian networks.

Effective date of surrender (see section 7.17C)

If the ACMA approves the application, the date of effect of the surrender is:



  • the date the application is approved, or

  • the date nominated by the applicant.

Transferring data numbers

The ACMA should be contacted if you wish to transfer data numbers.
