NOTA BENE This report reflects the work of the Group of Experts up to and including its last meeting in July 2001. Even though this report is being issued after the accident in the Gotthard tunnel (24 October 2001), it has not been possible to take this incident into account at this stage. However, it has been decided to hold another meeting of the Group of Experts in January 2002 in order to examine the possible consequences on this report of the official enquiry by the Swiss authorities.
