Element 2. Child protection

Element Objective: Enhanced protective environment for children in families, communities, schools and institutions reducing children’s exposure to all forms of violence, abuse and exploitation

Outcome. Juvenile Justice is reformed in line with international standards.
Outcome Indicators:

1. Existence of a Policy Framework on the reform of juvenile justice based on the diversion models.

2. % of children conflict law benefiting from community-based rehabilitation programmes.

Baseline:

1. No national policies on justice for children exist

Existing laws on juvenile justice outdated

Targets:

1. New Act and policy approved in at least four countries.

2. At least 80% of the children in conflict with the law are utilizing improved mediation, legal aid and reintegration/diversion services in at least 4 countries.


Output 1. Key decision makers with political will and commitment to enact legislation on Juvenile Justice
Output 2. Professionals have improved technical knowledge and skills to provided adequate social services dealing with juvenile justice.

Output 3. Functional court diversion and community rehabilitation system, including the practice of restorative justice for children in conflict with the law


Output 4. Heads of detention centres participate in an operational quality assurance network of on the enforcement of international standards on juvenile justice.


Indicator 1: # countries enacting OECS model Bills on Juvenile Justice

Baseline 1: Juvenile Justice Bill is under discussion in all countries.

Target 1: At least 4 countries with new acts, through political advocacy and technical support to national governments.
Indicator 2: # of institutions participating in in-service training programme.

Baseline 2: There is no systematic training process currently in place.

Target 2: Four institutions in at least four countries participate in in-service training programme developed with relevant technical support.

Indicator 3: # of countries with court diversion and community rehabilitation system for children in conflict with the law.



Baseline 3: Unknown(Initial diagnosis of relevant institutional needs to be available by end 2007)

Target 3: Court diversion system is systematized and operational in at least 4 countries.

Indicator 4. # of countries actively participating in a network of heads of detention

Baseline 4.: Association of Detention Centre heads does not exist.

Target 4.: Network of heads of detention heads is systematized and operational by mid 2009.

Result VI.

All reported cases of sexually abused and exploited girls and boys utilize quality referral services in at least 4 countries from the Eastern Caribbean Countries.

UNDAF Outcome 4. Child, Adolescent Development and Human Security




Outcome: Legal and institutional reforms formulated and applied on behalf of children’s protection rights.
Outcome Indicator: # of victims of sexual abuse and sexual exploitation receiving care and support by gender.
Baseline: Based on assessments between 2003 to 2006, referral services are poorly resourced. Data will be assessed by 2008.
Target:

1. At least four countries are undertaking a service quality improvement programme, in line with enacted OECS Child Care and Protection Bill.


2. National systems integrate child protection concerns in emergency situations.


Output 1. Existence of laws and related protocol on mandatory reporting of child abuse.

Output 2.

Relevant professional groups have the improved technical knowledge and skills to contribute to child abuse reporting, management and prevention.


Output 3.

Policy makers have increased knowledge and understanding to implement child sexual abuse reporting measures.





Indicators:

1.1. # of countries with mandatory reporting laws and protocols.

1.2. Existence of a user-friendly child abuse reporting protocol document.

Baseline:

1.1. and 1.2. Laws only exist in BVI and St. Kitts and Nevis.

Draft Bill is under discussion in other countries.



Target 1.1. and 1.2. : At least 4 countries with enacted legislation.
Indicators:

2.1.# of professional groups participating in training programme.

2.2. Availability of a training guide on mandatory reporting

Baseline 2: There is no systematic training process currently in place.

Target 2: Health, Education, Police and Child Protection sectors in at least four countries participate in an in-service training programme
Indicator 3. : Availability of KAP assessments at the national level

Baseline 3.: Currently the information is not available

Target 3.: All countries are covered by the KAP study to create public and professional dialogue on sexual abuse by the end of 2008.

At least 80% of schools are using positive disciplinary practices and conflict resolution approaches in at least 4 countries

Outcome:

Schools are using positive disciplinary practices and conflict resolution approaches.


Outcome Indicators:

1. Number of public schools reporting discontinued use of corporal punishment and applying use of positive disciplinary practices.


2. Existence of policy framework for discontinued use of corporal punishment in schools.
Baselines:




    1. There is no policy framework for discontinued use of corporal punishment in schools.


Target:

At least 80% of schools are using positive disciplinary practices and conflict resolution approaches in at least 4 countries




Output1.

Key civil society groups support and subscribe to principle of abolition of corporal punishment of children in state institutions.




Output2.

Teachers, children and parents are engaged in conflict resolution approaches.



Output3.

Policy makers and professionals have improved knowledge and insight about the dynamics of disciplinary practices towards children in both the school and families.





Indicator 1. : # teachers’ unions participating in process towards the elimination of corporal punishment.

Baseline 1. : Commitment of seven teachers’ unions to participate and one is actually implementing a pilot.

Target 1. : To have teachers’ unions in at least eight countries supporting the use of positive disciplinary practices and conflict resolution approaches


Indicator 2.: # of examples of whole-school practices for conflict prevention and resolution

Baseline 2. : One school (Hillaby Turner school) has started in Barbados experimenting with a knowledge development partnership approach

Target 2. : In least 4 countries, schools experiment with a knowledge development partnership approach

Indicator 3. : Existence of user-friendly research-based study capitalising on the outcomes of the experiences of the Eastern Caribbean.

Baseline 3. : There is currently no documented experience relevant to the Eastern Caribbean.

Target 3. : Production of user-friendly, research-based study capitalising on the outcomes of the experiences of the Eastern Caribbean.


Element 3. HIV and Lifeskills

Element Objective: At least 90% of school-going children and at least 50% of children in out of school programmes demonstrate behaviors which reduce risk and vulnerability to HIV/AIDS and violence

Baselines:

Antigua and Barbuda: resp. 36 an 70%; Barbados resp. 47 an 91%; Grenada: resp. 40 and 90% and St.Lucia: 32 and 93%.



Targets: Improving of outcome indicators with 30%


Output:

Primary and secondary school children know how to protect themselves against HIV and have enhanced conflict resolution skills




Indicators:

1. Number of primary and secondary schools in four countries reporting the delivery of new quality lifeskills-based HFLE curriculum

2. Number of teachers trained to deliver new quality life-skills based health education

Baselines:

1. Presently the new quality curriculum is delivered in 38 secondary schools in four countries: Barbados, St. Lucia, Grenada and Antigua.

2. In 2006, 131 teachers were trained on new quality HFLE

Targets:

1.77 secondary schools; 150 Primary schools in four countries are delivering quality HFLE in their curriculum

2. Train every year at least 150 teachers on quality HFLE



Result IX.

Children participate in an increased number of school-based and out-of-school youth-led programmes




Outcome: Increased youth participation and leadership
Outcome indicators:

1. Number of youth-led organisations

2. Number of active students councils

Baselines:

1, 2 and 3: Information required on number of youth-led organisations and countries with framework for student councils and number of active students councils

Baseline 1. ECD Policy, Standards and Regulatory Frameworks exist but at different stages in CARICOM/Eastern Caribbean countries. Standards on ECD exist in most countries in draft, but are only approved in Barbados, Dominica and St.Kitts and Nevis.

Target 1. At least 4 countries have ECD policy, standards and regulatory frameworks approved and circulated

Output Baselines

1.1.1 CARICOM ECD Draft Guidelines on Policy, Standards and Regulatory Frameworks are being developed in 2007 but there is no specific capacity building programme

1.1.2. A policy framework for ECD is available in Barbados, Dominica, Grenada, Montserrat, St.Kitts and Nevis and St.Lucia.

1.1.3. Some countries have an approach to enforcing standards such as the licensing system in St.Kitts and Nevis.


Output Targets

1.1.1.Strengthening capacity of 4 countries (key stakeholders, policy makers, ECD coordinators of each country) through workshops/training, including in data collection and analysis, and through technical and advocacy assistance to develop policies, regulatory frameworks and standards and to secure approval

1.1.2. At least 4 countries will have an improved policy on ECD.

1.1.3. At least 4 countries establish systems for ECD standards monitoring and enforcement

Output Baseline 1.2 CARICOM draft minimum service standard and the Regional Learning Goals and Outcomes are agreed at the technical level in the Region . Currently there are no professional development systems at national or subregional level.
Output Target 1.2 At least 4 countries with reformed curriculum approaches and 2 countries with professional development systems. At least 620 ECD teachers are trained through the High Scope programme.
Output Indicators

1.2.1. Number of countries with new or reformed and accredited curricula approaches

Outcome 2

There is an increased access to quality ECD services by vulnerable children.
Baselines

2.1. St Few alternative ECD models are developed on an economically sustainable basis. UNICEF has supported the Roving Caregivers Programme (RCP) in St.Lucia, Dominica, Grenada and St.Vincent and Reaching the Un-reached in 12 settings in St. Kitts/Nevis.

2.2. There is between 55% and full access to Early Childhood Care and Education (ECCE) services in the Eastern Caribbean countries(3-5) and between 5 and 53% from 0-2; of which the percentage access by vulnerable children is unknown
Targets

2.1. At least 2 ECD new knowledge development partnerships are developed as adjuncts to existing education, health or social service systems to demonstrate cost effectiveness, efficiency and potential for sustainability in securing access to services by vulnerable children

2.2. Have a general increase in access to ECD in all countries of the Eastern Caribbean (including children from birth to two and from three to five years of age)

2.1.1. The RCP has been evaluated and documented in 2006 and an impact evaluation is currently underway to be reported in 2008

2.1.2. Systems for accessing vulnerable children to ECD services are weak. Alternatives for the provision of economic assistance to enable access by vulnerable children to ECD services have not been explored
