Cyber Defense Handbook
Options in combat
176.
To carryout a correct assessment of the best option to use in combat to achieve the desired effects, the commander must assess, among all the available capabilities (traditional and cyber), the one that best meets, at least, the criteria of efficacy, efficiency and less risk to its own forces and third parties.

Criterion for efficacy refers to the action that causes exactly the desired effects.
178.
Criterion for efficiency refers to the action that requires the least economic, human and material resources.
179.
Criterion for risk to its own forces refers to the action that puts its own people, means and facilities at less risk.
180.
Criterion for risk to third parties refers to the action that produces less collateral damage, mainly civilian victims and those not involved in the conflict.
181.
The weight of each criterion on assessment is established by the operation commander, although, obviously, the first criterion is effectiveness, since it makes no sense to choose an option that does not create the desired effects. Once all the effective options have been chosen, the action that best meets the remaining conditions based on operational, economic or legal imposition criteria (the case of risks to third- parties or its own forces) would be selected.
182.
In many cases, the option that best meets all four conditions is an action in cyberspace. If an operation commander had cyber defense capabilities available and the option that best met all four requirements were an action in cyberspace, then it would be difficult to understand, from an operational, ethical and legal point of view, why that commander did not choose the cyberspace option over the traditional ones (para. 645).
