Selected World Bank Experience

Middle East & North Africa (February 2008 – present)

  • Leads or oversees advisory engagements in Kuwait, Saudi Arabia, and Oman on privatization, public-private partnerships (PPPs), insolvency reform, small and medium enterprise (SME) development, partial credit guarantees, industrial policy, foreign investment, industrial estates, corporate governance, capital market development, competition law, and telecommunications regulation.

  • In Jordan, supervised a $25 million USAID trust fund to support the Executive Privatization Commission. Initiated efforts to draft a model PPP Law and establish a PPP Unit within the Ministry of Finance.

  • For three policy loans (totaling $1.2 billion), developed and negotiated conditionality on securities market regulation (in Egypt) and public-private partnerships (in Jordan).

  • Authored background papers on Arab equity markets and institutional investors for a World Bank study, Financial Access and Stability: A Road Map for the Middle East and North Africa (2011).

East Asia

  • Myanmar: Organized a workshop for Government ministers on corporate governance and privatization of state-owned enterprises (SOEs), including through joint ventures. Developed background analyses and recommendations for Minister of Finance on SOE corporate governance and privatization (2014).

  • China: While resident in the World Bank’s Beijing office (2002 – 2006), led an assessment of investment climate, infrastructure, and quality of life in China’s 120 largest cities for the National Information Center of the State Council. Advised senior officials at National People’s Congress, People’s Bank of China, China Banking Regulatory Commission, and CPC Leading Economic and Financial Group on insolvency reform. Co-authored a report on innovation for the Ministry of Science and Technology. Advised Leading Groups of the State Council for Northeast China and for Lagging Regions on investment climate and economic development. Co-authored two reports on the SOE corporate governance, which were published and presented at a February 2004 conference co-sponsored by the OECD and Shanghai Stock Exchange. Co-authored an October 2006 policy note on dividend policy for China’s SOEs. Supervised an industrial development investment loan in Shenyang, Liaoning Province. Contributed to the World Bank Group’s Country Partnership Strategy.

  • South Korea: Developed an assessment of effects of financial crisis on chaebol. Advised Financial Supervisory Commission (FSC) on its Policy Directions on Corporate Restructuring. Developed and negotiated corporate restructuring conditionality for a $2 billion Structural Adjustment Loan (1998). Negotiated the financial advisory component (1999) and subsequently supervised a $30 million Financial and Corporate Restructuring Assistance Loan. Handled corporate restructuring issues for IMF program monitoring and Article IV missions, and participated in follow-up presentations to the IMF Board of Executive Directors. Provided corporate restructuring update for a World Bank-IMF Financial Sector Assessment Program review (2000 – 2002).

  • Vietnam: For a 2013 World Bank-IMF financial sector assessment of Vietnam, co-authored a technical note on distress among large state-owned enterprises, financial sector implications, and recommendations for resolution and reform. Served as peer reviewer for the $250 million Second Economic Management and Competitiveness Credit (EMCC-2) and for Review of Observance of Standards and Codes for Insolvency and Creditor Rights (ICR/ROSC) (2013). Presented global best practices and recommendations on SOE corporate governance to Vice Minister from the Office of Government and CEOs of large SOEs (2012). For the International Finance Corporation (IFC) Mekong Project Development Facility, advised the Chairwoman of the State Capital Investment Corporation (SCIC) on strategy, portfolio, operations, and corporate governance for SCIC (2007).

  • Thailand: Developed an initial assessment of the impact of financial crisis on Thai corporations. Advised Governor and senior staff of the Bank of Thailand on tax, other legal/regulatory changes, and procedures to facilitate out-of-court workouts of distressed corporations. Negotiated corporate restructuring conditionality for two Economic and Financial Sector Adjustment loans totaling $1 billion (1998 – 1999).

  • Indonesia: Assisted the Jakarta Initiative Task Force in monitoring distressed corporate debt and status of resolution efforts. Helped advise the Indonesia Bank Restructuring Agency (IBRA) on principles to guide corporate restructuring (2000 – 2001). Contributed to an annex on private sector development for the World Bank Group’s Country Assistance Strategy.

  • Mongolia: Supervised a $15 million financial intermediation and technical assistance loan (2000 – 2001) to the Bank of Mongolia. Contributed a chapter on economic diversification to a Country Economic Memorandum (2006).

  • Lao PDR: Advised Prime Minister’s office on privatization of remaining SOEs (2007).

  • Philippines: Contributed analyses of air transport, cement, shipping, and power sectors to report for a multi-donor consultative group, the Philippines Development Forum (2007).


Other

  • Mauritius: Assessed impact of global financial crisis on the corporate sector and any need for crisis-related World Bank lending (2009).

  • Argentina: Provided an assessment of corporate sector vulnerability for a World Bank-IMF financial sector assessment (2001).

  • Turkey: Developed recommendations for Secretary of State for Finance on measures to address corporate distress resulting from financial crisis (2001).

  • Serbia: Advised National Bank of Yugoslavia on bankruptcy reform and use of a public asset management company to manage non-performing loans (NPLs), and identified technical assistance needs (2001).

  • Kosovo: Recommended establishment of a liquidation trust to support privatization of socially-owned enterprises (2000).

  • Georgia: Advised on privatization conditions for a Structural Adjustment Credit (1999).

  • Yemen: Developed recommendations for Minister of Transport on privatization of the state airline, Yemenia (1997).

  • Bangladesh: Developed recommendations on the privatization of Bangladesh Biman Airlines (1997).


Selected Price Waterhouse Experience

  • Led, including as Chief of Party, USAID- and World Bank-financed technical assistance for privatization and capital markets development in Bosnia-Herzegovina (1996 – 1997), Croatia (1996), Moldova (1993 – 1996), Ukraine (1993 – 1995), Russia (1992 – 1993), and Czech Republic/Slovakia (1991 – 1992). Responsibilities included identification of technical assistance needs and business development opportunities; liaison with high-level counterpart and donor officials; development of project/program budgets and donor proposals; management of budgets; organization and leadership of multi-disciplinary teams; quality control over deliverables; communication with government, press, and civil society stakeholders; and management of day-to-day office operations.

  • Developed financial compilations, business plan reviews, valuations, and acquisition bid recommendations in several bankruptcy cases, including Pan American World Airways, Financial News Network, Channel Home Centers, Colonial Realty, and Drexel, Burnham, Lambert.
