Activities:
Component I:
a) Full revision of the current curricula and of the design of the course b) Introduction of a standardised system for the ex-ante and ex post evaluation of trainings c) Preparation of a plan for the inclusion of training merits gained as trainee or trainer in the career system, in order to create incentives for participation in the training system d) Development of analytical and management tools providing to the ISF hierarchy the possibility to calculate the impact in terms and finances and human resources of different reform alternatives
Component II:
a) Review of operational patterns and procedures in key policing sectors (community safety and public order), involving the staff that has already been exposed to specific training under the previous projects
b) Assessment of the potential for improvement and identification of relevant models
c) Drafting of new operational manuals and revision of the standard directives
d) Delivery of trainings of trainers on the basis of the new materials and procedures
e) Dissemination of the materials in order to reach the highest number of operators, and sensibilisation on the values underlying the new technical approaches.
Component III:
a) Training on techniques for ensuring community safety
b) Trainings on principles of community policing c) Trainings on ethical standards applicable to police activity
e) Training on disaster response.
Study about needs and potential for an improvement of interagency cooperation, with the preparation of an Action Plan.

Quality and dissemination of the documents produced;
Level of the participants and their attendance record;
