GENERAL INFORMATION FOR CLUB SECRETARIES
All monies due to the League (e.g. subscriptions, fines, etc.,) must be sent to the League Treasurer. Cheques and postal orders to be made payable to the Wimbledon & District Football League.
Please respond to all communications promptly. A lot of inconvenience and misunderstanding can be avoided by a prompt reply.
All matters concerning fixtures should be communicated to the Fixture Secretary. Fixture lists will be published regularly, please check carefully every time you receive them and take up any queries with the Fixture Secretary.
All other correspondence should be to the league Secretary.
Changes affecting details of the Club Secretary must be notified immediately to: (1) the League Secretary, (2) all Club Secretaries and (3) the County Football Association to whom the Club is affiliated.
Notify the Referee and opponents of ground by Monday before the match if the Home team and, if the Away team, remember to acknowledge receipt of match details when received from your opponents.
Latest kick-off times as advised by local Council Parks Departments:
September, October 2.15 pm

November, December, January, February 2.00 pm

March, April 2.30 pm
Remember that the above times relate to league matches and that allowance must be made in the case of Cup matches to allow for extra time. Also remember that some Council pitches close at certain predetermined times.
Results (and postponements) must be notified to the Fixture Secretary by the Home team in all domestic matches and by all teams involved in competitions not under League control (e.g. County Cup matches) before 8.00pm on the day of the match.
Appeals will not be entertained unless they comply fully with League Rule 15.
A representative from every club must attend all League Council meetings.
Make sure you read and are fully aware of the rules and regulations that apply to the various competitions that are run under the auspices of the Wimbledon & District Football League. If you are unsure on any point please contact any League Officer. They are there to help you.

SW19 4ED, commencing at 8.00 p.m. Should there be no business to transact, a meeting can be cancelled and you will be notified by the League Secretary. It is assumed, therefore, that unless otherwise notified, all meetings will go ahead as arranged and each Club must be represented on the dates given below. Non-attendance will result in a fine under League Rule 5(j).

Football Association Guidelines on marking referees

Guide
The mark awarded by a club must be based on the referee’s overall performance: it is most important that the mark is awarded fairly and not based upon isolated incidents or previous games. The referee’s performance should be determined by the table below which should act as a guide for the overall mark, which should fall within the mark range for each standard of performance.

  1. Club officials should use the full range of marks within each category to help distinguish between different performance levels e.g. within the 85 -76 category a mark of 84 indicates a better performance than a mark of 77.




  1. Whilst some referees may have poor matches there will usually have been some positive aspects of their performance so extremely low marks should be very rare. The result of the match should not influence the mark and disciplinary action should be judged objectively.

  2. When club officials are marking a referee they should always look at the game as a whole and not isolated decisions. The result of the match should not Influence the mark and disciplinary action should be judged objectively.

  3. When a mark of 60 or lower is awarded, an explanation must be provided to the League or Competition by completing the appropriate box on the marking form. The purpose of this explanation is to assist referees to improve their performance levels so the comments should be as helpful as possible.

Notes for Centenary Cup and Wimbledon Trophy matches


  • Club Secretary's must make sure all players are properly registered - your Club will be removed from the competition if an unregistered player is used.




  • All ties to be played on the home ground of the team drawn first out of the hat on each tie unless by mutual agreement.




  • All match costs are shared 50:50.




  • Extra time is to be played if the scores are level at full time. If the scores are still level after extra time, the tie is to be decided by the taking of kicks from the penalty spot with the procedures adopted by the International Football Association Board.




  • A result MUST be obtained on the day.




  • All teams eliminated in the First and Second rounds are automatically entered into the Wimbledon Trophy Competition.




  • Three match officials will be appointed by the League for Semi final ties only if available.

WIMBLEDON & DISTRICT FOOTBALL LEAGUE
RULES & REGULATIONS


  1. NOMENCLATURE AND CONSTITUTION

A i) This combination of clubs shall be designated the WIMBLEDON AND DISTRICT FOOTBALL LEAGUE and shall consist of not more than fifty clubs who shall be Full Member Clubs approved by the sanctioning authority.


ii) All such Member Clubs must be duly affiliated to a recognised affiliated County Football Association and their names and particulars shall be returned annually by the appointed date on Form 'D' to the relevant County Football Associations.
iii) All matches shall be played on grounds deemed suitable by the Management Committee and must be within an 8 mile radius of the League Headquarters in Wimbledon. In exceptional circumstances, matches can be played on grounds outside of the 8 mile radius, but this can only happen with the approval of the Fixture Secretary and with the agreement of both teams and the referee. Matches outside of the radius should not be pre-arranged. If through any fault of the home team a match has to be replayed, the Management Committee shall have the power to order the venue to be changed.
iv) The League must apply annually and receive the sanction of the London Football Association. It must also inform other Football Associations to which any of the member clubs are affiliated.


  1. The League’s constituent teams will be grouped in divisions, the number in each division to be decided at the discretion of the Management Committee.




  1. No more than one team from any one club may participate in the same division.




  1. The Wimbledon & District Football League is desirous to become a designated Charter Standard League. All clubs in membership of the League have until the end of the 2012-13 season to achieve the Charter Standard club award. The League will reserve the right to refuse membership to any club if it fails to demonstrate commitment to achieving this award.




  1. The Wimbledon & District Football League, together with its member clubs, supports the FA’s RESPECT programme. As such it recognises that everyone in football has a collective responsibility to create a fair, safe and enjoyable environment in which the game can take place. A RESPECT League values the contribution of match officials, players and spectators and ensures that they are treated with courtesy and fairness by opposing players, club officials and spectators. The League and its clubs will seek to play fixtures in a fair and competitive, but not antagonistic environment.




  1. Clubs who have been accepted into membership of the Wimbledon & District Football League, may not be members of any other league playing on the same day of the week (except a Youth League) nor may they enter (with the exception of F.A. and County F.A. Competitions) any other cup competition without the written consent of the Management Committee of this League.

2. ENTRY FEE, SUBSCRIPTION, DEPOSIT
A i) Applications for admission to the Wimbledon & District League, either by an existing club; a new club; or where an existing club wishes to enter an additional team(s), must be made on the appropriate Application Form and forwarded to the League Secretary. Application forms can be downloaded from the League’s website.
ii) At the discretion of a majority of the accredited voting members present, applications (of which due notice has been given), may be received at the Annual General Meeting or at a Special General Meeting. The annual subscription shall apply.
iii) When Rule 12(B) is applied, or a team seeks a transfer or is compulsorily transferred to another division, no entry fee shall be payable.
B The Annual Subscription, currently £100 per Club, is due for payment on or before the 1st August in each year. Any club failing to pay the subscription and deposit by the 1st October of that year shall be required to pay an additional payment equivalent to 25% of the total subscription due. The annual subscription shall be reduced by 50% for a club’s second or third team entered into the League.
C For all new clubs, the application form must be accompanied by a deposit of £50.00. The Deposit shall be returned in the event of non election. If a club leaves the League for any other reason, then providing that all of the club’s financial obligations have been met, the club may apply in for the return of their deposit. This must be done in writing and addressed to the Treasurer.
D i) A club shall not participate in any match under the auspices of the Wimbledon & District League until the annual subscription has been paid. Clubs can, if they so wish, apply to the League Treasurer to pay by their fees in instalments, but to enable the club to play, the first instalment must have been paid.

ii) Failure to pay the subscription by 1st November will render that club liable to suspension until such time as the full subscription and deposit is paid.


E Clubs must advise annually in writing (email correspondence is acceptable) to the General Secretary, the club’s County Football affiliation number for the forthcoming season. Clubs will not be allowed to participate in any match (including friendlies) until the affiliation number has been received by the General Secretary.
F Each team will receive two handbooks free of charge. Additional copies may be obtained (if available) from the General Secretary.
G To raise finances for the League, one or more draws may to be held each year. Each club in the League will be required to purchase a quantity of tickets, dependant on their number of teams. The quantity of tickets to be sold is at the discretion of the Management Committee.
3. OFFICERS
The Officers of the Wimbledon & District Football League shall be determined at the Annual General Meeting and elected thereat. The Officers of the League are: President, Vice-Presidents, Chairman, Vice-Chairman, Treasurer, General Secretary, Registration Secretary, Fixture Secretary, Referee's Secretary, Discipline Secretary, Trophies and Social Secretary, Minute’s Secretary, Representative Team Manager and Tournament Secretary. (N.B. Auditors and verifiers are not officers). When a person is elected to any of the above offices, they will automatically become, by virtue of their office, a member of the Management Committee.
