GUIDELINE AND RULES
This handbook contains the information needed for both swimmers and parents to be active participants of the HLHK Summer Swim Team community.

1. PURPOSE OF SWIM PROGRAM

The goal of HLHK’s Summer Swim Team is to provide members’ children with the opportunity to successfully learn, practice and use competitive swimming skills in a positive, supportive, and recreational environment. A summer league is an excellent opportunity for children to build on their existing skills, learn new ones and participate on a team.

3. PRACTICE SCHEDULE

4. SWIMMER RESPONSIBILITIES

  • Attend as many practices as you can with a good attitude

  • Be on time for meets and practices

  • Listen to coaches

  • Assist in returning all equipment used during practice

  • Bring all equipment/supplies you need to meets – goggles, swim cap, towels, t-shirt/sweatshirt, quiet activity, snack, water bottle

  • Cheer for teammates and show good sportsmanship

  • Respect other teammates and other teams

  • Have fun!



5. PARENT RESPONSIBILITIES

  • Go to the new website often for updated information www.HLHK.org

  • Each family must volunteer for a minimum of 3 work shifts during the regular Dual Meet Season – sign up via the website. More details in “volunteer section.”

  • Encourage participation in daily practices .

  • Get swimmers to practice on time.

  • Discuss any issues/concerns with coaches AFTER practice has ended. During practice, coaches are at the pool for the safety and instruction of all children. If there is an immediate concern, see one of the Parent Coordinators.

  • “RSVP” for each meet via the website. If you know your summer schedule, you can do that now. RSVP for each meet is to be completed no later than the Friday prior to a meet. In event of unexpected conflict/illness on meet day, notify coach or parent coordinator – not word of mouth by a friend or neighbor.

  • Have swimmers to all meets on time.

  • A swimmer must participate in a minimum of two Dual Meets to qualify to swim at County.

  • Any child under 11 must be supervised by a parent at all meets.

  • Plan accordingly for Dual Meets. Swim meets can often last 3-4 hours. Encourage your child to pack quiet activities (playing cards, book, Game Boy....) and nourishing snacks and drinks. Other supplies for your child should include goggles, swim cap, towels, t-shirt/sweatshirt and raingear.

  • Bring a chair to Dual Meets - not all pool decks are equipped with enough chairs.



6. INCLEMENT WEATHER POLICY

Practices:

Please have your child attend practices even in the event of rainy or cold weather. If the team is unable to be in the pool because of safety concerns, they will do “dry land training” inside Beulah’s facility. In the case of severe weather, please use your own judgment.


Meets:

Show up for meets at the appointed time. Rain, lightning or thunder may only delay the start of a meet. PLEASE, DO NOT leave during a delay if your child’s assigned event(s) has not been swum unless a coach has given you permission to leave. Should the meet need to be postponed to another day, you will be notified. Care for the safety of all swimmers and spectators are the primary concern of both teams.

Dual Meet Timetable:
This timetable is critical to an efficiently run swim meet.
4:45pm Coaches: report to Head Coach for instructions

Swimmers: 10 & younger swimmers report to age group bullpen parents; 11 & older swimmers check in with Older Swimmer Check-in Parent Volunteers: report to Volunteer Coordinator


5:00pm Swimmers

1. Warm ups begin (Home team warms up first)

2. Report back to the coaches after warm ups (for team cheer)

3. 10 & younger relay teams report to their bullpen parents

4. 11 & older relay teams stay near main bullpen area
6:00 pm Meet begins

An event will not be delayed for absent or tardy swimmers. Swimmers who do not report for their event on time may miss their event and cannot be substituted into other event.


Swimmers 6 & U, 8 & U and 10 & U:

If a swimmer leaves his/her age-group bullpen area, he/she must report back to bullpen parent four events ahead of assigned event. Swimmers 11 & Up: The Older Swimmer Check-in Parent will have a copy of the roster. Each swimmer is responsible for reporting to the main bullpen area three events ahead of the assigned event.


Age Group Bullpen Parent:

Takes swimmers to the main bullpen holding area. Assists with line up as needed.

Parent: Assist children in getting to designated areas on time by watching the event pole display and listening to the starter. The age group bullpen parents are not babysitters.

Any child younger than 11 must be supervised by a parent.


Volunteers:

Job duties performed as described by the Parent Volunteer Coordinator. Dual Swim Meets are organized by event numbers according to the DeKalb Swim League Dual Meet Order of Events (Section #10).


Parking:

HOME MEETS: Use the main parking lot at Beulah Baptist Church.

AWAY MEETS: Directions/Maps for away meets will be distributed via email. Some pools have limited parking. Allow ample time to drive to the away meet in rush-hour traffic, park and walk your swimmer(s) into the facility.
Ribbons:

Ribbons are awarded to all participating swimmers on Thursday after the meet. Swimmers who were disqualified at the meet will not receive a ribbon.

Only the 1st and 2nd place relay teams are awarded ribbons. DeKalb County Rules for
Dual Meets (abbreviated):

(This information is to provide you, the parent, with some knowledge about the rules and scoring of a dual meet. In regards to our kids, we do not focus or discuss the points and scoring. Every child receives a ribbon and we encourage them to do their personal best at each meet. We encourage you to do the same.)


Participation:

A swimmer may enter two individual events and two relay events. Each swim club may have two swimmers per event swimming for points. These swimmers are referred to as the “live” swimmers. Additional swimmers may swim in “exhibition” heats to encourage participation, but will not score points for the team. A swimmer swimming 2 scoring individual events can swim no more than 1 exhibition event. The maximum number of exhibition events a swimmer swimming no scoring individual events is 3. Teams may substitute swimmers in individual events when a scheduled swimmer is unable to be at the meet. These substitutions must be made by 5:45PM the day of the meet. Switching of scheduled individual events is not allowed. Relay substitutions can take place any time up to each relay event.


Scoring:

Individual Events:

1st place = 5 pts.

2nd place = 3 pts.

3rd place = 2 pts.

4th place = 1 pt.

Relay Events: 9

1st place = 5 points

2nd place = 2 points

No team may score both first and second place in a relay event. If one team finishes first and second, only first place points will be awarded. However, first and second place ribbons are awarded. Current United States Swimming Rules will be adhered to as they apply to the various strokes, turns, starts, and finishes. Any swimmer charged with two false starts in an event will be disqualified and shall not swim that event. Swimmers are allowed to “swim up” to an older age group regardless of how many swimmers are in the older age group. Dual meets are judged finals. The finish judges will pick the first through eighth places by sight. Watches will not be consulted for places.10

The county championships are an important part of the swim season. We know the Championship dates are during a busy holiday week, but please make every effort to have your child available for both days. It’s a lot of fun, you won’t regret it!

DEKALB COUNTY RULES FOR CHAMPIONSHIP MEET:

Participation: All swimmers will be allowed to compete in the County Championship Meet, as long as the swimmer has competed in two regular season dual meets. The top ten individual qualifiers from the preliminaries will qualify for the championship finals. The next ten qualifiers from the preliminaries will qualify for the consolation finals. All twenty places score points. A swimmer who qualifies for the consolation finals can score no higher from eleventh place regardless of their time in the consolation heat. A swimmer who qualifies for the championship finals can score no lower than tenth place regardless of their time in the championship heat, unless they are disqualified. Only the top ten relays will qualify for the championship finals.


Complete copies of all technical swimming rules are available from the coaches and parent coordinators for anyone wishing to review them.

Certificates: Awarded to age group champions

11. DEKALB SWIM LEAGUE RULES OF SPORTSMANSHIP

THE SWIMMER

  • Treats opponents with respect

  • Swims hard, but within the rules

  • Exercises self-control at all times, setting examples for others to follow

  • Respects official and accepts their decision without gestures or argument

  • Wins without boasting, loses without excuses, and never quits

  • Always remembers that it is a privilege to represent the team



THE COACH

  • Treats their own swimmers and opponents with respect

  • Inspires in the swimmers a love for the sport and the desire to compete fairly

  • Is the type of person that they want the swimmer to be 13

  • Disciplines those on the team who display un-sportsmanlike behavior

  • Respect the judgment and the interpretation of the rules by officials


THE OFFICIALS

  • Know the rules and their interpretations

  • Place the welfare of the participants above all other considerations, giving the swimmer the benefit of the doubt when a call is in question

  • Treat the swimmers and coaches courteously and demands the same from them

  • Work cooperatively with fellow officials, timers, and/or scorers for an efficient meet

  • Fair and firm in all decisions, never compensate for a nervous mistake

  • Maintain confidence, poise, and self-control from start to finish


THE SPECTATOR


  • Attempts to understand and be informed of the meet rules

  • Appreciates a good swim no matter who completes it

  • Applauds positive performances; does not heckle, jeer, or distract swimmers or officials, and avoids the use of profane and obnoxious language or behavior

  • Respects the judgment and strategy of the coaches and does not criticize swimmer for not winning a race or meet

  • Respect the property of others and authority of those who administer the meet

  • Censures those whose behavior is unbecoming
