Next, voting constitutes democracy in such away that the society is more and more a legitimate democracy if more and more people vote (this should follow directly from the warrants for pure direct democracy as the only legitimate form. Then, it’s a quickstep to say that compulsory voting ensures that more people votes, thus bringing us closer to a true democracy.

Don’t feel bound to write a particular case position that I’ve outlined. Instead, take inspiration from different parts of the essay to motivate your own thinking.
