Roy E. Barnes, of Wiscasset, for 37 years of service to his community. He has been a selectman, road commissioner and budget committee member. We acknowledge his civic contributions and dedication and extend our congratulations and best wishes to him; (HLS 357)

Ricky Craven, of Newburgh, for his 2nd NASCAR Winston Cup Victory in Darlington, South Carolina. Ricky's victory broke the standing record for closest finishes with his #32 Tide Pontiac Grand Prix edging out driver Kurt Busch by an unofficial margin of two-thousandths of a second. This is the smallest margin of victory since electronic timing was introduced in 1993. We extend our congratulations and best wishes to him for continued success; (HLS 358)

Thomas L. Fairchild, of East Monmouth, husband of the late Alice Dennison Fairchild for 54 years. He was an educator and coach at Windham High School and principal of Limington High School and Monmouth Academy. He became superintendent and oversaw additions to Monmouth Academy and the construction of Oak Hill School. After his retirement in 1984, Mr. Fairchild enjoyed woodworking, gardening and spending time with his family, especially his grandchildren. He was a longtime member of the East Monmouth Methodist Church, a member of the Maine Principals Association, Monmouth Lions Club and the Order of Masons. He was also an active member of the Monmouth Planning Board and served as deputy code enforcement officer. Kenneth J. Smith, of Cushing, who has been named the 2002 Officer of the Year by the Rockland Police Department. A member of the Rockland Department for 4 years, he earned his Associate Degree in Criminal Justice from the University of Maine and completed the Police Officer Training Program at the Maine Criminal Justice Academy. We recognize Officer Smith's dedication and appreciate his concern for the safety and protection of all citizens; (HLS 360)

WoodenBoat Magazine and Atlantic Challenge Foundation, of Rockland, recipients of the Special Recognition Award from the Rockland-Thomaston Area Chamber of Commerce. These 2 organizations collaborated on creating a new waterfront event in which young people from around the world came into Rockland Harbor to be a part of the boating challenge. We recognize their efforts and extend our congratulations and best wishes; (HLS 361)

Paul Benjamin and Jamie Issacson, of Rockland, recipients of the Economic Enhancement Award. Presented by the Rockland-Thomaston Area Chamber of Commerce, the award was given to Paul and Jamie for their significant contribution to the area's economic security by hosting the North Atlantic Blues Festival. Michael Lothrop, of Rockland, recipient of the Youth Volunteer Leadership Award from the Rockland-Thomaston Area Chamber of Commerce. Domino's Pizza, of Rockland, recipient of the Community Service Award from the Rockland-Thomaston Area Chamber of Commerce. Domino's has been a go-to partner for the local Chamber of Commerce and for many other community organizations. Debbie McKenney, of Owls Head, who has received the Community Spirit Award from the Rockland-Thomaston Area Chamber of Commerce. Kevin Fellows, of Rockland, who has been named the Chamberperson of the Year for 2002 by the Rockland-Thomaston Area Chamber of Commerce. A community organizer and volunteer, Kevin has diligently worked to support Little League, Tiger Football, the Maine Lobster Festival and the Rotary Winter Carnival. John Vigue, of Thomaston, recipient of the Pride in Place Award from the Rockland-Thomaston Area Chamber of Commerce. John closed his business, Thomaston Grocery, at the beginning of the 2001 summer season to make important historic architectural improvements to his building, which in turn improved the sales area of this community anchor business. Edwin Walden, of Greenville, for his outstanding work for and support of the Greenville Airport from 1949 to the present. Edwin and his late wife Barbara worked tirelessly together for the betterment of the flying community. The late Senator Edmund S. Muskie commended them in 1958 when they helped save an F-102 fighter plane, which had made a forced landing at the Greenville Airport. Edwin remains active in the flying community and also serves on the Greenville Airport Committee. We acknowledge his contributions and extend our best wishes to him; (HLS 371)

Joy Realty, of Rockland, recipient of the Commercial Building/Expansion Award from the Rockland-Thomaston Area Chamber of Commerce. Brittany York, of Jay, winner of the Patriot's Pin Contest sponsored by the Veterans of Foreign Wars, Post 3335. A middle school student, Brittany's essay, "My Pledge to America," will be entered in the national competition. We extend our congratulations and best wishes to her on this achievement; (HLS 373)

Kristen Uhuad, of Jay, who has been selected to represent Jay High School at the Maine Youth Leadership Conference in May. The Maine Youth Leadership program, which seeks to identify potential future leaders from the sophomore class, chose Kristen from her essay on leadership. She will join other ambassadors from other high schools in the State to attend a 3-day seminar at the University of Southern Maine. Kristen is a mentor for younger students, is an active member of the math team and participates in field hockey. Amanda Castonguay, of Jay, winner of the Voice of Democracy competition sponsored by the Veterans of Foreign Wars, Post 3335. A student at Jay High School, Amanda's essay was on this year's theme "Freedom's Obligation," and it will be entered in the national competition. Nate Hart, of Waterville, who is the recipient of the 2002-2003 Travis Roy Award, which is given annually to a senior ice hockey player at a Class A school and is based on academic achievement, community involvement and playing ability. Nate scored more than 50 percent of the team's goals, completing his high school hockey career as one of the best players from Waterville High School. In 4 years he scored 105 goals and added 100 assists for a total of 205 points, fifth on the school's all-time list. Receiving Maine's top high school hockey honor is a tremendous achievement. We commend Nate for his hours of dedication to the sport and wish him well as he goes on to the University of Maine; (HLS 376)

the Nokomis Regional High School Girls Basketball Team, of Newport, winners of the Eastern Maine Class A Championship. The Warriors finished their stellar season with a 20-2 record. We extend our congratulations and best wishes to them; (HLS 382)

Charles "Gus" Folsom, of Fairfield, who has been selected for induction into the Maine Sports Hall of Fame. Mr. Folsom is a 1951 graduate of Stearns High School, in Millinocket, where he excelled in basketball and baseball and was instrumental in leading the teams to victories in regional and state tournaments. His excellence in basketball and baseball continued throughout his years at the University of Maine, where he was named captain of the basketball team and was a pitcher and an outfielder for the Maine Black Bears baseball team when it won the State of Maine Series. Mr. Folsom also played semi-pro baseball for the Emerson Pills and later played in local AA leagues. More recently, he coached both the boys' and girls' basketball teams for Lawrence High School, coaching each of those teams to numerous victories. He was named Coach of the Year in 1974 by the Maine State Coaches Association and in 1985 the Lawrence High School Gymnasium was renamed the Folsom Gymnasium in his honor. We send our congratulations and best wishes to Mr. Folsom upon his receiving this prestigious distinction; (HLS 383)

Rachel Fairbrother, of Westbrook, who has received the Girl Scout Silver Award. This is the highest award in Cadette Girl Scouting and is given for excellence in skills development, leadership, personal growth and community service. Greg Goodness, of Saco, who has been named the State's Middle Level Principal of the Year by the Maine Principals' Association. He has been the principal at Shapleigh Middle School in Kittery since 1997. We recognize the challenges Greg faces daily in his position and we commend him for maintaining consistently high standards; (HLS 385)

Hazel (Austin) Pratt, of Wilton, on the occasion of her 80th birthday. She is a very special mother, mother-in-law, sister, sister-in-law, aunt, grandmother, great-grandmother and friend. We extend our congratulations and best wishes to her; (HLS 386)

Mary MacFarland, of China, upon her retirement after 10 years as Executive Director of the Maine Association of Student Councils. She has been a Home Economics teacher at Erskine Academy for a number of years. She has arranged for leadership conferences, advisor's conferences, executive meetings, state conventions and has enthusiastically taken students to national conventions for the past 10 years. We extend our appreciation to Mary for her commitment to the youth of this State; (HLS 387)

Mark Seelen, of Falmouth, who is the recipient of the 2003 Teens Who Care Award. The award is given for outstanding volunteer service. Mark is a Sea Cadet at the Coast Guard Station in South Portland. He is also an EMT with the Falmouth Rescue, a drug awareness coach and is very active with his church. We extend our congratulations to Mark on his receiving this award; (HLS 388)

the members of the Lawrence High School Drama Club and their director Jeff Watts, on their top place finish in the Division 1 State of Maine Drama Festival. The club is now one of 2 schools which will represent our State in the New England Drama Festival on April 24th - 26th. Special acknowledgement is extended to Dean King, April Ranger and Ricky Normandeau, each of whom received individual recognition at the festival. Dolan Henry Miller, of Winn and Newmarket, New Hampshire, a veteran of the U.S. Air Force and the Air National Guard. He later worked as a Civil Servant at the Portsmouth Naval Shipyard and at Pease Air Force Base. Mr. Miller will be greatly missed by his family and friends; (HLS 390)

Louise I. Lebel, of Mount Chase, beloved wife of Arthur Lebel, a devoted mother, grandmother and great-grandmother, who was well-liked as a librarian at Southern Aroostook Community High School. Mrs. Lebel will be greatly missed by her loving family and many friends; (IN MEMORIAM) (HLS 391)

the following Bangor area students: varsity team members, Justin Vroom, David Kleinschmidt, Jue Wang, Ben Weissman, Kayle Shapero, Eric Brown, Janice Gunther and Ryan Willette; and junior varsity team members, Sarah Rodgers, Mike Guevera, Morris Moffat, James Bailey, Ky Krieger, Isabel Herbold and Elizabeth Whitham, who won top honors in the 2003 TEAMS competition sponsored by the Junior Engineering Technical Society. TEAMS is a dynamic academic program and competition that introduces high school students to the world of engineering. These 2 Bangor teams spent numerous hours preparing for this competition by practicing sample test questions and developing teamwork and problem-solving skills. We send our congratulations to Coach Mark Brittelli and the members of the teams on this achievement; (HLS 392)

the Bangor High School Debate and Speech Policy Teams, consisting of David Kelly and Shawn Frauley; and Erik Alquist and John Giebfried, on their victories at the state tournament. the members of the Bangor High School Chess Team and its coach Jonathan Dearing on its successful season. The team finished the regular season with a record of 6-3-1, captured the PVC tournament championship and won its second consecutive state title. the Rev. Dr. Patrick Seymour, of Millinocket, who is relocating to Bangor after 16 years as pastor of the First Congregational Church. His ministry has been the longest in the history of the Millinocket church. In his new position, Dr. Seymour will be working with congregations that belong to the American Baptist Church in Penobscot County. We extend our best wishes to him in his challenging new position; (HLS 405)

Father Robert G. Lavoie, of Gray, upon his 50th Anniversary as a parish priest. Father Lavoie was raised in Lewiston, where he decided in grammar school to become a priest. He graduated from the Grand Seminary of Montreal and said his first Mass in Lewiston at his home parish of Sts. Peter and Paul in 1953. Throughout his 50 years in the priesthood, his various church assignments in Maine have touched thousands of families. Father Lavoie has served as pastor at St. Gregory in Gray for nearly 6 years and has no intentions of retiring. His interaction and visits within the community, along with the many responsibilities and needs of the parish, have made him a valued pastor in the Town of Gray. We extend our sincere congratulations to him on his Golden Jubilee; (HLS 406)

Walter and Elizabeth Osgood, of Berwick, on their 61st Wedding Anniversary. Walter and Elizabeth were married March 28, 1942 at Moody Beach. They have 4 children, 12 grandchildren and 14 great-grandchildren. Walter has served his community as a former Selectman and Chief of Police, as well as having served his country in World War II. Elizabeth, who is now retired from P. Gagnon & Sons, also put her energies into being a mother and homemaker. We join their family and many friends in congratulating Walter and Elizabeth Osgood and offering our best wishes on their 61st Wedding Anniversary; (HLS 407)

Francesca Orsini, of South Berwick, a member of the Junior Division Team of the United States Figure Skating Association, which recently skated at the Synchronized Team Skating Championships in Huntsville, Alabama. The Junior Division Team won a Bronze Medal and will be assigned to an international competition, where they will represent the United States and the United States Figure Skating Association. We extend our congratulations to Francesca on this remarkable achievement and we extend our best wishes on future competitions; (HLS 408)

Megan Curtis, of Naples, on winning the SAD #61 Spelling Bee held at Lake Region Middle School. The competition among the 30 contestants offered many rounds of difficult words that led to the championship round. Gilbert "Bud" Clifford, of Winthrop, on the special occasion of his 98th Birthday, April 6, 2003. Bud was a Blaine House staff member for Governor Kenneth Curtis. He was a State employee, an employee of the United States Postal Service and a longtime worker at the Bona Fide Mill in Winthrop. We extend our congratulations and best wishes to Bud on his birthday; (HLS 410)

Beverly L. Ouellette, of Auburn, for her tireless public service to the citizens of Androscoggin, Franklin and Oxford counties over the past 20 years. Mrs. Ouellette has capably served United States Senators William S. Cohen and Susan M. Collins as a staff assistant in their Lewiston offices. Mrs. Ouellette has, in that capacity, provided invaluable aid to countless western Maine residents who have sought assistance with problems related to the federal government. Gabe Paul, of Indian Island, for his participation in the Penobscot Language Program. Maulian Dana, of Indian Island, for her participation in the Penobscot Language Program. Maulian is the daughter of Tribal Chief Barry Dana.
