71 these three major expenditure categories in EFY2004 were 46.14%, 28.05% and 25.79% respectively. They constituted 43.72%, 29.47% and 26.80% respectively, in 2005 In EFY 2004, out of the budget allocated for three major expenditure categories, the highest share and therefore priority was given to the Economic sectors which constituted about
46.14%. The remaining 53.84% was spent on Social and Administrative sectors. Again in EFY2007 out of the total budget allocated for the Dawuro zone Finance and economy, the respective shares of the three budget holding sectors which constituted 45.78%,
29.63% and 24.58% respectively which is similar to that of 2006 EFY. The shares of all the three main budget holding sectors are significantly increased to the three different sectors namely Economy, Social and Administrative sectors. The share of administrative sectors has little difference as compared to the two other sectors namely the Economic and Social sectors. As it can be observed from the above table the 2007 EFY there was an increasing trends for all budget holder but the degree of allotted to their sectors were different. It shows that their increasing ranks were Economic, Social and Administrative sectors respectively. EFY2008 for economic Sector allocated budget decreased compared to previous years. The reason for decrease economic sector budget in 2008EFY is Agricultural growth program (AGP) support the Economic sectors. Agricultural Growth Program (AGP) is the flagship Project under USAIDs feed the future strategy for Ethiopia and is USAID’s largest contribution to the government of Ethiopia’s Agricultural Growth Program. Agricultural Growth Program (AGP) is the comprehensive


72 program focused on increasing sustainable Agricultural growth in Ethiopia in the high rainfall regions of Amhara, Oromia, Tigray and southern Nation Nationalities and peoples region. The Agricultural Growth Development program Project for Ethiopia is to increase an agricultural productivity and commercialization of the smallholder farmers targeted by the project. In general, the total amount of regular budget allocated to the budget holding sectors of
Dawuro zone development department has increased from29.2million birr in 2004 fiscal year to 60.63 in 2008 EC i.e. nearly 100% increase (doubled in five years. In all FYs it shows that there was an increasing trend in almost all budget holding sectors in all FY exception of 2008
EFY where a decrease in the share of Economic sectors was observed. The main reason for the apparent increasing of all budget holding sectors over the years was due to the fact that all the expansion of social, economic and administrative sectors. The expansion of primary and secondary schools, the establishment of new health center and the entrants of new employee, lack of infrastructure are the root cause for the increments of budget from year to year base.
