PURPOSE This Marine Notice establishes the Republic of the Marshall Islands (RMI) Maritime Administrator (the Administrator) requirements for the implementation of the
International Convention for the Control and Management of Ships Ballast Water and Sediments (BWM Convention. This Notice supersedes Rev. Jul. It has been amended as follows
• Section 2.2 has been amended to clarify that a Ballast Water Management Plan (BWMP) can be approved by the Administrator directly, or by the Recognized Organization (RO) of the vessel on behalf of the Administrator.
• Section 4.3 has been amended to clarify that the Code for Approval of Ballast Water Management Systems (BWMS Code) must apply to systems that have been type-approved on or after 13 October 2019.
• Section 5.0 has been added to address the requirement for
commissioning testing of a BWMS.
• Section 11.1 has been amended to include the revised
Guidance on ballast water sampling and analysis for trial use (IMO Circular
BWM.2/Circ.42/Rev.2
), which includes updated tables on methodologies for determining compliance with the D standard. Accompanying
guidance on definitions, ballast water exchange (BWE), ballast water management plans (BWMP), and ballast water management (BWM) with respect to offshore operations, yachts, and coastal States can be found in RMI Marine Guideline

BACKGROUND The BWM Convention entered into force on 08 September 2017. The RMI is a Party to this Convention and acceded to it on 06 November 2009.
