Advisor to the Ministry of Higher Education (MoHE) in Saudi Arabia Sept 2008 - May 2009
Played a lead role (representing the MoHE) in the following activities related to a unique, mega-project namely ongoing plans and activities to expand the Grand Mosque in Makkah, roughly doubling its capacity to serve pilgrims and visitors:


  • Leader of team of international and Saudi experts that managed the work of five prominent international consulting firms in developing a Transport Strategy for Makkah Central Area to serve the forthcoming expansion of the Grand Mosque. The Strategy comprised major transport infrastructure development in Holy Makkah and the resulting multi-billion dollar program involves the execution of several metro lines and highways, intelligent transport systems, as well as pedestrian facilities, to serve the forthcoming expansion of the Grand Mosque.

  • Leader of technical team developing an international audit of the proposed design of the Mosque expansion.

  • Coordinator of technical team which sought the views of leading faculty members at MIT in developing a vision for innovative systems in the expanded Grand Mosque (structural, service logistics, IT, transport...).


Advisor to Lebanese Minister of Public Works and Transport 2005 - 2006


  • Advisor to the Minister of Public Works and Transport and Leader of Policy and Planning Advisory Unit established by the Minister to provide advice on strategic transport issues and policies:

  • Role of Advisory Unit encompassed national land and maritime transport policies, public transport strategies, private sector role, special economic zones, goods movement strategies, and major infrastructure projects.


Lead Expert on Private Sector Participation in Delivery of Seaport Infrastructure and Services 2006 - 2008


  • Led the feasibility assessment for a seaport in the Arab Gulf including the definition of port vision and strategy, market definition, overview of competing ports, and role of main players (shipping lines active in the area, logistics providers, …). Led development of basic elements needed to establish the port concession company that would be set up to develop the port and which was expected to involve the land developer, other possible investors (infrastructure funds), possible strategic partners (port operator, shipping lines and logistics companies). Considered elements and structure of all agreements to be struck by Special Purpose Company (designer, builder, operator, …).

  • Led the efforts by a private consortium to propose to the national government in a middle eastern country a set of initiatives to capitalize on investments being made in port infrastructure. Led development of all elements of a proposed concession agreement to manage and operate the terminal facilities, including the establishment of efficient container operations and the development of the container terminal into a regional hub as well as the development and commercialization of the port as a prime integrated logistics facility.


Senior Expert, SETS sarl – Beirut, Lebanon & Jeddah/Riyadh, KSA 2005 - present

  • Cairo Congestion Study – Study funded by the World Bank and aimed at estimating the direct and indirect costs of traffic congestion in the Greater Cairo Metropolitan Area and developing effective mitigation measures.

  • King Abdullah City for Atomic and Renewable Energy – KSA: The project aims at the creation of a new flagship city in Saudi Arabia in the vicinity of Riyadh on a land of 6,000 hectares. Dr Kaysi has led the Program Management of this prestigious project, including project operations, contractual and technical support to the project leadership, leading and managing the efforts to design and build a world class exhibition for the new city, in addition to the management and review all master plan components including zoning, land use, architecture, roads and infrastructure systems.

  • Roads and Transport Research Center: Sensing future development and growth requirements, the Saudi Government drafted a national policy to support and promote the activities of scientific research by establishing research centers throughout the Kingdom. In this regard, the Ministry of Transport took the initiative to establish the Roads and Transport Research Center aimed at contributing to the continued development of transport systems.

  • Makkah Central Area Transport & Traffic Study - Wide scale transport plan for Makkah Central Area including physical and operational solutions to improve circulation around the Holy Haram – Scope: Technical Management & Support

  • Sana’a, Yemen Master Plan – Transport Planning for a major Residential Development on one million square meters of mountainous land overlooking Sana’a - Scope: Transport Planning / Traffic Engineering

  • Central Jeddah Development – Large-scale development conceived to be "Jeddah New Central District". Covers an area of 6 million square meters, with a total mixed-use built-up area of 21 million square meters – Scope: Transport Planning

  • Prioritization of Primary & Secondary Road Networks in KSA - Development of 20 year implementation program that defines construction priorities for 25,000 km of new roads on the basis of a prioritization model – Scope: Transport Planning, Traffic Engineering, GIS Modeling

  • Al-Zorah Development - United Arab Emirates - The proposed built up area is 20.7 million square meters comprising different developments that include residential, hotels, offices, retail, public institutions and logistics/warehousing with some port related facilities – Scope: Transport Planning / Traffic Engineering

  • Red Sea Village Traffic Study - A mixed use development on the Red Sea Coast the north of Jeddah, covering 1.7 million square meters of land with 7 million square meters built-up area – Scope: Traffic Engineering

  • Asfan Road Traffic Study - Major residential development on a 2.8 million square meters of land in north-east of Jeddah – Scope: Traffic Engineering

  • Medini Zones A & F – Malaysia - Zones A and F are mixed use developments forming leisure and lifestyles clusters of Medini Land in Nusajaya, with total built-up areas of 5.3 million and 2.8 million square meters respectively - Scope: Transport Planning / Traffic Engineering

  • Iskandar Financial District – Malaysia - The Iskandar Financial District (IFD), is a 142 hectares parcel conceived to be the business and financial center of Medini Development in Nusajaya, with a total development program of some 4.2 million square meters - Scope: Transport Planning / Traffic Engineering

  • Comprehensive Transport Planning in the Kingdom of Saudi Arabia - The study aims at defining a framework for comprehensive planning in the transport sector in Saudi Arabia - Scope: Transport Planning / Transport Policies and Systems
