Reservation of Data Country Code (DCC) Note from the TSB
In view of Resolution 99 of the Plenipotentiary Conference of the International Telecommunication Union (Minneapolis, 1998) and following a request from the Palestinian Authority, the Director of the TSB has reserved the data country code (DCC) 423* for the Palestinian Authority, in accordance with ITU-T Recommendation X.121 (10/96).

Issue of licences
and granting of recognized operating agency (ROA) status*
The Federal Ministry of Economics and Technology, Bonn, announces that the Regulatory Authority for Telecommunications and Posts – RegTP, Bonn, has issued a licence to a new international telecommunication operator and service provider (voice telephony services on the basis of self-operated networks).
Further to the issuing of this licence, this operator and service provider has been granted the status of recognized operating agency (ROA), in accordance with Article 6 of, and Nos. 1007 and 1008 of the Annex to, the Constitution of ITU as contained in the Final Acts of the Additional Plenipotentiary Conference (Geneva, 1992).

Communication of 18.VI.2000:
The Administration of Djibouti announce that on 17 June 2000 Mr Abdourahman Mohamed Hassan, telecommunications engineer, was appointed Director General of the Société DJIBOUTI TELECOM, by Decree of the President of the Republic. Mr Abdourahman Mohamed Hassan replaces M. Abdourazak Ali Abaneh, who will take up other duties.

Communications of 7 and 14.VI.2000*:
Information concerning operators
and international telecommunication services
The Ministry of Commerce of New Zealand, Wellington, announces, as a complementary information to that already published concerning the telegram service, that following the termination of the international telegram service operated by New Zealand Post Limited (The Telegram Company), as from 3 July 2000, no other operator will be providing an international telegram service in New Zealand.
New Zealand Post Limited will continue to provide international telecommunication services in the form of an international FaxLink service. This service enables persons in New Zealand to send facsimile messages internationally or to send facsimile messages to an international bureau to then be delivered by mail or courier. This service operates in both directions (with New Zealand Post offering to terminate such fax messages on an internationally reciprocal basis).
In addition, the Ministry of Commerce communicates that Telstra NZ Ltd, which is not a Sector Member of ITU (being wholly owned by Telstra Corporation Ltd of Australia, which is a Sector Member), can be considered to be an ROA**. Telstra NZ Ltd provides the following international telecommunications services:
– International voice and fax telephony
– International virtual private networks
– International data and Internet circuits
– Value added services (such as international call forwarding).
Further information is available at its website (http://www.telstra.co.nz).
Other types of international telecommunication services for users in New Zealand which are similar to the telegram service, are provided by other telecommunication operators having recognized operating agency (ROA) status. These services include:
– facsimile
– secure e-mail services (including encryption)
– electronic voice messaging.
Entities providing these services include Telecom New Zealand Limited, Clear Communications, Telstra New Zealand and Vodafone New Zealand (all of which are ROAs for which the ITU/TSB has already published the contact details). E-mail services are available through a number of internet service providers, including Telecom New Zealand’s “XTRA” and Clear’s “Clearnet and Z-Free”.
