Following on from my earlier email I understand the level of information I have requested falls under the guidelines of an FOI. I have received advice from different police forces and amended the request. I have scaled down the time frame to make the enquiry more manageable and to ensure I receive the same data from all police forces.

I work for the current affairs programme Inside Out. We are putting together a film about the cost and length of time seized dogs are kept in kennels; and the kennel conditions while the dogs are there.
Please can you provide us with the following information relating to your force. We will collate all the answers to create a national picture.
• In the last year how many times has a decision been made to withhold exercise and human interaction from a seized dog for the safety of kennel staff?
• In each case, how long was the dog kept in kennels for before a decision on the dog’s future was reached?
• In the last year how many times has euthanasia been carried out on a dangerous dog?
The RSPCA guidance (below) has informed our research on this topic and should help with this enquiry.
Aggressive dogs: "The RSPCA is aware that, in some cases, staff are so concerned about a dog’s aggressive behaviour and the risk posed to themselves that a decision is made to withhold exercise and human contact. Whilst it is acknowledged that health and safety of kennel staff must be protected, not providing a dog with daily exercise or contact fails to fulfil the need to make sure a dog can behave normally, its need for company and to protect the dog from suffering.
"In the majority of cases, dogs display aggression because they feel threatened by something or someone and so this behaviour is generally indicative of poor welfare. Therefore, where such situations arise, and it is believed that there is no alternative but to withhold exercise and human contact, it is necessary for all other possible means of improving the dog’s welfare to be explored which includes providing further enrichment and seeking advice from a vet and suitable behaviour expert. In some cases vets may prescribe psychopharmacological interventions. Where such efforts fail to protect the dog, euthanasia should be considered if that is in the animals’ own interests."

HMIC published its report Targeting the risk on 15th September 2015. It made a number of recommendations which required action by Chief Officers either immediately or within three months (ie by mid December). Please state in respect of each recommendation (see below) what action has been taken and the results, if available. If action has yet to be initiated or is incomplete please state when the recommendation is expected to be implemented and why it was delayed. In respect of recommendation 16 please state what the ‘current arrangements’ are.
Recommendation 1
Within three months, all chief constables should assess how well the governance of firearms licensing in his or her force meets the standards set out in Authorised Professional Practice. Chief constables of forces where the governance standards are not being complied with should put in place immediately the correct arrangements and procedures in order to meet the standards in full.
Recommendation 4
Within three months, all chief constables should assess the demand placed on their firearms licensing department and ensure it has the capacity to meet this demand and provide an efficient and effective service at all times.
Recommendation 8
Immediately, all chief constables should satisfy themselves that all appropriate action is being taken by their force with regard to ‘total expired’ licensing records.
Recommendation 9
Within three months, all chief constables should ensure that their arrangements in respect of the use of temporary permits are in accordance with the Home Office guidance; that temporary permits are properly recorded without delay on the National Firearms Licensing Management System; and that effective systems exist to ensure certificate holders are not permitted, at any time, to remain in unlawful possession of a firearm.
Recommendation 10
Immediately, all chief constables should ensure that effective arrangements are in place for the day-to-day management of Police National Computer error notifications on the National Firearms Licensing Management System, ensuring that the notification requirements are dealt with and that the National Firearms Licensing Management System record is successfully transferred to the Police National Computer.
