TRIAL CONSULTATION/EXPERT WITNESS FEE SCHEDULE

  1. Pre-Trial Consultation Services: Case and document review, which may include but is not necessarily limited to evidence, any related case records, medical and psychological reports, military records and recordings and transcriptions of interviews is billed at $250.00 per hour. Case review, discussion and consultation with counsel are included in pre-travel consultation and are also billed at $250.00 per hour. Pre-trial consultation generally takes a minimum of 8 hours to complete though this may be significantly greater depending on the complexity of the case. Evaluation of a defendant can take up to three working days. Defendant evaluation is also billed at $250.00 per hour. The number of hours for pre-trial consultation shall be agreed to in writing before work commences. If additional time is required, both parties shall agree in writing before the additional work commences. The fee for any work completed shall be paid even if the case does not ultimately go to trial.




  1. Trial Consultation and Expert Testimony: All activities related to attendance at trial, including trial consultation, expert testimony and travel are billed at a daily rate of $2000.00. Travel days can also include work activities related to the case and vice versa. Examples: If travel occurs early in the day, it would be billed as a travel day but the balance of the day could still be used for consultation. If a trial ends early in the day and travel occurs later that same day, it would be billed as either a “trial day” or a “travel day.”




  1. Expenses:

    1. Round trip airfare is expected to be provided by the Government at standard government rates. When air travel is not procured by the legal office and paid directly by that office, it is billed at 100% reimbursement of coach class fare.

    2. Driving will be billed at GSA POV rate.

    3. GSA per diem schedules are expected to be used to reimburse Dr. Richards for the cost of lodging, either on a military installation or off base, as well as standard meal rates.

    4. The cost of a rental car, when allowed, will be reimbursed by the government. If a rental car is not provided, the cost of transportation to and from the airport as well as any other transportation costs shall be borne by the Government.




  1. Payment: Payment is expected within 30 days of the trial and/or consultation services to the address listed above. If billing is to be handled through WAWF, the government is responsible to provide Dr. Richards will all information needed to effect this process.
