The Korea 4-H Association, supported by the Rural Development Agricultural Extension and Research Office, is hosting ‘the 2nd International 4-H Youth Winter Camp’ which will be dedicated to each participating country’s 4-H youth or Rural youth global leadership, and to create better international 4-H partnership in the Asia.

Your delegates’ participation in the 2nd International 4-H Youth Winter Camp would be much appreciated, and we hope that it will benefit 4-H youth from not only your country but also other countries.

During the 4-H Youth Winter Camp, the national executive leaders of 4-H program or the government officials of rural youth development program from about 15 Asian countries will join in the 4-H Executive Leaders Conference for the Asia 4-H Network. In the conference, 4-H executive leaders will discuss and cooperate on rural youth development among Asian countries by establishing the Asia 4-H Network. Please see the attached sheets which are referred to Global 4-H Network.

Therefore, we are sending you total detail information on 『the 2nd International 4-H Youth Winter Camp & the 4-H Executive Leaders Conference for the Asia 4-H Network』 for your reference, and hope we can meet your delegates soon. Please see the attached papers including the outline and daily program of the winter camp.



The Outline of the 2nd 4-H Youth Winter Camp & the 4-H Executive Leaders Conference

  1. Date : Dec. 19 to 23, 2011 (5 days)




  1. Venue: Korea 4-H Center(Seoul) and Gangchon Elysian Resort (Chuncheon)

  1. Expected participants: 160 persons from around 17 Countries in Asia

    • Korean Participants : 80 persons

    • Foreign Participants : 80 persons (Australia, Cambodia, China, India, Indonesia, Japan, Malaysia, Mongolia, Nepal, New Zealand, Philippines, Singapore, Taiwan, Thailand, Uzbekistan, Vietnam, etc.)

  • Australia : youth 2, leader 2

  • Cambodia : youth 2, leader 2

  • China : youth 3, leader 2

  • India : youth 3, leader 2

  • Indonesia : youth 2, leader 2

  • Japan : youth 2, leader 2

  • Malaysia : youth 2, leader 2

  • Mongolia : youth 2, leader 2

  • Nepal : youth 2, leader 2

  • New Zealand : youth 2, leader 2

  • Philippines : youth 8, leader 2

  • Singapore : youth 2, leader 2

  • Taiwan : youth 8, leader 2

  • Thailand : youth 8, leader 2

  • Uzbekisan : youth 2, leader 2

  • Vietnam : youth 2, leader 2




  • If you want to send more than the quota, there is participant fee US $300 per a person for the extra participants. Participant fee is US $300 for one more delegate. To avoid overcrowding the facilities, we are limiting the number of delegates at most to fifteen (15) from each country.



  1. Qualifications of participants:




    • 4-H Leader (2 persons)

  • Executive Leaders of 4-H national organization from each countries

  • In countries where the 4-H organization is not represented, government officials in charge of rural youth development program may attend.




    • 4-H Youth

  • 18 to 29 years old outstanding 4-H member who is able to communicate with English at least in the intermediate level.

  • In countries where the 4-H organization is not represented, the outstanding rural youth who their government selected may attend.

9. Sponsorship: Transportation on arrival from Incheon airport to the winter camp venue,

and from the winter camp venue to Incheon airport at time of departure will be provided. During the winter camp & leaders conference, all meals, accommodation and ski rental cost are sponsored by the Korea 4-H Association.
10. International travel expenses: For the 2 executive leaders from each country that has no 4-H program, the Korea 4-H Association will reimburse 50 percent

of the round trip fare. The other delegates are welcome to attend, but will have to cover their own airfare expenses.

I want to thank you indeed for your nomination by Nov. 7th, 2011 as delegates from your 4-H organization or your government that is responsible of rural youth program to the 2nd International 4-H Youth Winter Camp & the 4-H Executive Leaders Conference for Asia 4-H Network, to be held in Seoul, Korea from Dec., 19 - 23, 2011, which will be sponsored by the Korea 4-H Association with the support of the Office of Rural Development Administration.

Objectives of the 4-H Youth Winter Camp & Executive Leaders Conference

  1. To give an opportunity for each participating 4-H youth or rural youth from Asian countries to develop global leadership, cultural understanding, and better international 4-H partnership in the Asia.

  2. To develop Asia 4-H Network for further international cooperation and exchange of information on rural youth development program among Asian countries represented.

  3. To provide opportunity for representatives of respective countries to examine their resources and needs for youth social educational program and make plans for future development.

  4. To give a new chance for participating countries that have no 4-H program to take up 4-H youth development program in their own countries in order to nurture sustainable livelihoods for youth and their families, through new enterprise-driven agro-economic youth development on global scale.

# After confirmation of which countries participating in the 4-H Executive Leaders Conference, proposed agenda will be given.


Daily Program of winter camp & executive leaders conference

Monday, Dec 19(1st day)

09:00 to 14:00 Delegates arrive Incheon International Airport. Car will be provided by Korea 4-H Association. Move to Korea 4-H Center in Seoul

14:00 Registration of participants in Korea 4-H Center

15:00 to 16:00 Move to Gangchon (Ski) Resort

17:00 Opening Ceremony

18:00 Dinner

19:00 to 21:00 4-H outstanding projects or programs presentation

21:00 to 22:00 The 1st meeting of 4-H Executive leaders

Overnight in Gangchon Resort

*One delegate of each country is asked to introduce their own 4-H club by using video clips and slides and to present a outstanding 4-H program in detail by using the powerpoint slide.

*Country delegates are recommended to arrive in Incheon airport in the morning of Dec. 19 or in the evening of Dec. 18.

Tuesday, Dec. 20 (2nd day)

07:00 to 08:30 Breakfast

09:00 to 11:30 Experience and learn how to Ski (Lesson 1)

12:00 to 13:00 Lunch

13:30 to 17:00 Only 4-H Youth enjoy skiing (Lesson 2)

The 2nd meeting of 4-H Executive Leaders

18:00 to 19:00 Dinner

19:00 to 21:00 Hand in hand (Cultural Show)

*Country delegates are asked to introduce their own country by using video clips and slides and to perform cultural and traditional show such as dance, sing and play etc.

Wednesday, Dec 21 (3rd day)

The 3rd meeting of 4-H Executive Leaders

18:00 to 19:30 Farewell Dinner by courtesy of Korea 4-H Association

Thursday, Dec 22 (4th day)

09:00 to 12:00 Field trip to the Suwon Office of Rural Development Administration

12:00 to 13:00 Lunch

13:00 to 16:00 Hanaro mart(Agricultural wholesale market) & COEX

16:00 to 18:00 Move to Korea 4-H Center

Friday, Dec 23 (5th day)

07:00 to 08:30 Breakfast

09:00 to 12:00 Leave for Incheon International Airport with transportation provided by Korea 4-H Association

Please Note: This tentative Daily Program can be changed because of unexpected situational problems. Participants should check the following items.

1. All participant-forms and flight schedule must be sent to Korea 4-H national coordinator until Nov. 7th 2011 by e-mail.


  • Every participant is responsible for his own insurance.

  • Airport name : Incheon International Airport.(1.5 hour away from Seoul)

2. Invitation letter : After receiving participant-forms, we will send the official invitation letters to your country. (If you need invitation letters early, please let me know.)

3. Delegates from each country should bring and exhibit something about 4-H or rural youth organization activities and their own country such as flag, badges, brochures, photos etc before opening ceremony. (Exhibition in the 1st day)

4. One of delegates from each country should give a presentation on 4-H outstanding project program or rural youth development program in the national level.(Presentation of 4-H Program or Country Report on rural youth development)

5. Delegates from each country should prepare their own cultural show such as dances, play, sing and presentation slides etc, in order to acknowledge cultural understanding (Cultural Show)

6. Language: Every participant is recommended to be able to speak in English.

7. Housing and Meals are served during the Winter Camp by Korea 4-H Association.

8. Weather: Winter in Korea is cold. The average temperature of December in the camp avenue is - 1.4℃.

9. All participants will be provided to rental service for Skiing such as ski suit, ski, ski boots and poles. And ski gloves and winter hat will be given to all participants.
