Legacy of exceptional alumni continues across College of Public Programs

Three prominent local graduates inducted into Hall of Fame


Phoenix – Three well-known Phoenix-area leaders have been chosen to represent the Arizona State University College of Public Programs from its list of more than 10,000 graduates in social work, public administration, recreation management and nonprofit management worldwide. Terri M. Palmberg, Luz Sarmina-Gutiérrez and Charles P. Thompson will be inducted into the College’s Alumni Hall of Fame at a luncheon on Thursday, October 26, 2006 at the Wyndham Phoenix.
The honorees were selected for their distinguished professional achievements and for the ways that their lives reflect the quality of the education they received at ASU. All are highly-regarded in their professions; are lifelong learners; are actively engaged in their communities; and all support higher education in various ways.
Terri M. Palmberg, assistant parks and recreation director for the City of Mesa, received her master’s degree in recreation management in 1981. Her thirty-year career in parks and recreation management has included responsibilities ranging from management of youth and sports programs, citywide special events and special needs planning to the operation of a city cemetery and the supervision of comprehensive community master planning. She is currently assistant parks and recreation director, responsible for aquatics, parks and park rangers. Palmberg has also served as a teaching associate and volunteered in various capacities at ASU since 1981, including serving on the School of Community Resources and Development community advisory committee and raising scholarship funds through the School’s golf tournament.
Palmberg is known for her work ethic, commitment to youth, sports and diversity. She has volunteered on national, state and local levels for scores of leadership roles. She has been recognized with the Arizona Parks and Recreation Outstanding Professional Award, the Pacific Southwest Regional Distinguished Professional Award, and The Ray Rafford Community Award.
The School of Social Work honoree is Luz Sarmina-Gutiérrez, president and chief executive officer of Valle del Sol, Inc. since 1995. Under her leadership, annual organizational revenues increased from $2.5 million to $13.5 million. Her original 56-person staff has grown to more than 200. She continues her efforts to increase the agency’s capacity, by leading the organization through its current $2.3 million campaign.
Sarmina-Gutiérrez, earned her master’s degree in social work in 1976 and worked in nonprofit, private and government sectors. By 1990 she was assistant director for the Arizona Department of Economic Security, administering a budget of more than $60 million for statewide aging and community services administrations.

Through the years she has gained a reputation as a decisive and effective leader and advocate for Latinos and the broader community. In addition to being a Virginia G. Piper Trust Fellow, she graduated from the National Hispanic Leadership Institute and has served on its board. Her organization participated in the ASU Center for Nonprofit Leadership and Management self-assessment program and subsequently obtained a $500,000 grant from the W.K. Kellogg Foundation.


Charles P. Thompson, Rural Community Development Manager for Arizona Public Service (APS) was selected as the public administration honoree this year. He received his master’s in public administration in 1975 and joined APS in 1979 where he was community relations manager and public affairs manager before taking on his current position. He has also served in various positions in the Arizona State Senate and has taught at Arizona State University, Northern Arizona University and Mesa Community College.
His extensive volunteer service, focused on education, health, sports, governance and children includes terms as president, chair, or co-chairman on the boards of more than 23 community, regional and national organizations. He currently serves on 16 boards including Arizona Foundation for the Blind, Phoenix Suns Charities, Valley Grantmakers Forum and Valley Leadership.
His leadership and philanthropy have earned him awards from the Susan G. Komen Breast Cancer Foundation, the Sunnyslope Village Alliance, the Arizona Community Tree Council, The American Cancer Society and the National Association for Community Leadership to name a few. He is a longtime Arizona State University supporter.
Prior inductees into the College of Public Programs Alumni Hall of Fame include: Alan V. Brunacini, retired City of Phoenix Fire Chief; Christopher J. Cohan, owner, Golden State Warriors; Ramon A. Elias, President and CEO, Boys and Girls Clubs of the East Valley; Royetta Marconi-Dooley, U.S.A.F. Retired Colonel and Medical Group Commander; Ronald E. Pies, Director of Community Services, City of Tempe and The Honorable Peter D. Rios, Arizona State Senate.
