Jeanne Whynot-Vickers, of Portland, who has served for the past 2 years as interim superintendent for Maine's largest and most diverse school district, Portland Public Schools. She leaves in August 2009 after nearly 30 years of dedicated service to her community. Ms. Whynot-Vickers was born and raised in Portland and graduated from Portland High School in 1969. She began her career as an elementary school teacher, teaching at Hall Elementary School, Riverton Elementary School and Harrison Lyseth Elementary school in Portland and at the American Community School in London, England. In 1986, she was named a finalist for Maine Teacher of the Year. Ms. Whynot-Vickers served as assistant principal of the former Jack Elementary School and as principal of Riverton Elementary School and Sawyer School in South Portland before becoming Portland's assistant superintendent in 1999. She took over leadership of the Portland Public Schools amid a financial crisis, and she helped restore the district to financial stability while winning back public confidence with her competence, hard work ethic and straightforward, unflappable manner. We commend her for her many years of excellence in education and her commitment to the children of Maine. James Martin, Jr., of Crawford, a member of the Maine Warden Service, who was named the 2009 Warden of the Year by the Maine Department of Inland Fisheries and Wildlife. Warden Martin, a 20-year veteran based in Calais, received this distinction for his dedication to the public safety of people within his district, his enforcement of Maine's poaching laws, his commitment to safety education by wardens, his work with local, state, federal and international law enforcement officers and agencies and his representation of game wardens through union efforts to negotiate contracts. the Honorable Eben Littlefield Elwell, of Bowdoinham, an effective leader in local and state government. Mr. Elwell grew up on a turkey farm in Brooks and went on to help build Liberty Ships in South Portland during World War II. He entered public office for the first time as a selectman for the Town of Brooks in 1946. He campaigned for Edward Muskie when he ran for governor in 1954. Elected to the Maine House of Representatives in 1955, he served 2 terms. Mr. Elwell became state treasurer in 1965 and was instrumental in consolidating Maine's finances into interest-bearing accounts. He was the first director of the Maine State Housing Authority. He bought the building in Hallowell that today holds The Wharf pub. He and his son renovated the building, striving to make the restaurant on the ground floor flood-proof. The pub is still a gathering place in Hallowell. Mr. Elwell will be sadly missed by his family and friends and others that he met during his public service to his community; (IN MEMORIAM) (HLS 406)
the 25th Anniversary and the rededication of Saxl Park, on the grounds of the Dorothea Dix Psychiatric Center in Bangor, on June 6, 2009. For 25 years, Saxl Park has been an important part of the neighborhood, serving as the home and practice fields for John Bapst High School, hosting regional cross-country meets and the Bangor Humane Society's Paws on Parade and providing a place to walk and play for the community and those who live and work on the grounds and at the Maine Veterans' Home. The park was named as a tribute to Joseph Saxl, who was superintendent of the psychiatric center from 1974 to 1981, and the planning and construction of the park has been financed by individuals, groups and clubs. Dr. Kenneth Murphy, of Yarmouth, who is retiring after 25 years of outstanding service to the Yarmouth School System. Dr. Murphy's successful career with the Yarmouth schools started in 1984 as the assistant principal of Yarmouth High School. In 1991, he was hired as the Superintendent of the Yarmouth School System. For the past 18 years, Dr. Murphy has most ably led the Yarmouth schools. Yarmouth has long been known for its highest-quality public education, and Dr. Murphy's extraordinary stewardship has been instrumental in this ongoing achievement. His service has had a positive and enduring impact on the community, and thousands of students who have benefited from his leadership. Father Thomas Murphy, of Wells, who will celebrate his 30th anniversary as a priest on June 14, 2009. Father Murphy has served congregations in Presque Isle, Westbrook and Scarborough. Thomas J. Hoerth, Bath's City Arborist, who is the recipient of the 29th annual Mainsail Award from the Morse High School Community Liaison Council. This award honors local people who exemplify the ideals of American citizenship, including respect for honesty, individual freedom and equal opportunity. Mr. Hoerth, who taught seventh grade science in Windham and Cumberland from 1991 to 1998, has implemented many programs for the Bath Forestry Division that involve schoolchildren and benefit the city as a whole. Jim Peavey, of Georgetown, who is the recipient of the Humanitarian Award presented by the Maine Chiefs of Police Association. Mr. Peavey manages the Sagadahoc County
Working Group on Family Violence. He was a volunteer for the United Way of Mid Coast Maine for many years before joining its staff as Associate Director of Community Impact. He chairs the Sagadahoc County Working Group on Family Violence, co-chairs the Lincoln and Sagadahoc County anti-domestic violence initiative, "A Call to Men," is a mentor of the Big Brothers/Big Sisters program and was a board member of the Bath area YMCA. Mr. Peavey is the Emergency Management Director for the Town of Georgetown. Robert S. "Bob" McPhee, of Dixfield, on the special occasion of his induction into the Maine Baseball Hall of Fame. Mr. McPhee was born in Rumford, grew up in West Peru and graduated from Rumford High School, now Mountain Valley High School, in 1977. He was an excellent athlete in high school, earning varsity letters in football, wrestling and baseball, and was honored in Who's Who Among American High School Students for 1976-1977. He suffered a brain stem contusion while playing football in 1976 and was in a coma for 17 days. After over three years of rehabilitation at various rehabilitation centers in Maine and Massachusetts, Mr. McPhee went on to attend Husson College in Bangor and graduated from the University of Maine with a Bachelor's degree in Journalism. Since 1984, he has been a respected journalist. He worked as a columnist for the Maine
Sunday Telegram from 1984 to 1987 and has worked as a sports correspondent for the Rumford Falls Times from 1997 to the present and as a staff writer in the sports department of the Lewiston Sun Journal from 1987 to the present. During his illustrious journalistic career, Mr. McPhee has been honored with numerous well-deserved awards, including being named the 1996 State Editor-of-the-Year by Wrestling U.S.A. Magazine and the 1997 Media Award for Writer of the Year by the Maine Interscholastic Athletic Administrators Association and receiving the 1998 Media Award from the Maine Field Hockey Association. In addition to his awards, Mr. McPhee was inducted into the Maine Amateur Wrestling Hall of Fame for his writing and wrestling career and into the Maine Sports Hall of Fame for

Philip E. Warren, of Dover-Foxcroft, beloved husband, father and grandfather. Mr. Warren graduated from Foxcroft Academy and attended Bentley College. He worked for both King Arrow Pine and Prouty Ford for many years. He was a member and treasurer of the Board of Trustees of Foxcroft Academy, the treasurer and clerk for the Town of Dover-Foxcroft and also a treasurer for Piscataquis County. Frank Koenig, a community leader of Windham. Mr. Koenig was known as "Mr. Windham" and was present at every important meeting pertaining to the future of Windham and the surrounding region for over 3 decades. After retiring from Amoco Oil, he moved to Windham and quickly became a central figure in the town. He was the first executive director of the Windham Chamber of Commerce, and served in that role for 25 years. During his tenure as executive director, the chamber of commerce grew from 69 members to 329, and the North Windham shopping area sprung up. Mr. Koenig was a longtime chairman of Windham's Zoning Board of Appeals, a member of the Comprehensive Planning Committee and the Strategic Planning Committee, a moderator at the town meetings, a Mason and president of the Lake Region Shrine Club, and served on the board of directors of the Kiwanis Club. He was named Rotarian of the Year in 1999. He was a member of the Windham Hill United Church of Christ. Mr. Koenig will be missed by his community and all who knew him; (IN MEMORIAM) (HLS 434)

First Lieutenant Brian F. McClellan, of Eliot, upon his being awarded the Bronze Star for his service in Iraq. Lieutenant McClellan is a member of the Maine Army National Guard's Company C 1-126th Aviation Regiment and was a platoon leader and officer in charge of the Black Bear Medevac Unit located near the Iraqi and Iranian border. His unit served under the 2nd Battalion, 3rd Combat Aviation Brigade and 3rd Infantry Division. In addition to receiving the Bronze Star, Lieutenant McClellan was given the National Defense Service Medal, the Global War on Terrorism Service Medal and the Iraq Campaign Medal with Campaign Star. the Lewiston Fire Department, recipient of a Best Practices Award from the Maine Fire Protection Services Commission. The Lewiston Fire Department received this award for its participation in the International Association of Firefighters and the International Association of Fire Chiefs' Fire Service Joint Labor Management Wellness-Fitness Initiative. The initiative provides firefighters with wellness screening tools to help detect serious medical conditions before they occur. the Chesterville Grange #20, on the occasion of the celebration of its 135th Anniversary. It was first organized with 17 charter members in the home of John Lothrop, of Chesterville Village, on May 2, 1874. The grange hall was built in 1885 and dedicated on March 26th of that year. The Chesterville Grange continues to be active in promoting rural life in Maine. The members hold monthly public suppers for the benefit of local activities and residents and participate each year in the Franklin County Fair. Mary Catherine Hinse, of Lincoln. Born and raised in Millinocket, Ms. Hinse was a graduate of Stearns High School and the University of Maine at Fort Kent. She taught high school English and math for many years before earning her master's degree in library and information science. She was employed as the district librarian for SAD 67 at Mattanawcook Academy in Lincoln. She was also a member of the Daughters of Isabella Our Lady Circle No. 774 and served as treasurer. Ms. Hinse had been a member of the Lincoln Memorial Library Advisory Committee and Friends of the Lincoln Library.
