Black Project Finance Through Drug Trafficking
Ok. The New World Order and the "black government" financed the building the alien bases and underground facilities.
How is it that the NSA signed a treaty without going through Congress and did this without anybody knowing about it?
The majority of the financing was the result of the CIA creating solutions to impossible situations. Proceeds from the sale of narcotics (to the American people) have been used to finance these black projects.
