Position Duration: 11 months, during 2013/2014


  1. Background

The Global Gender-based Violence (GBV) Area of Responsibility (AoR), led by UNICEF and UNFPA, provides a forum bringing together over 65 agencies representing multilateral, NGO, government bodies as well as academics and independent GBV experts, who are committed to working collaboratively to advance the quality and coverage of GBV coordination and programming in humanitarian contexts. This broad constituency provides a strong platform for advocacy as well as technical expertise to guide the work of the AoR and provide substantive field-level support.
The GBV AoR represents one ‘Area of Responsibility’ – essentially equivalent to a humanitarian cluster – within the broader Global Protection Cluster.

In line with the Inter-Agency Standing Committee Guidelines on GBV, the GBV AoR works to promote a comprehensive and coordinated approach to GBV at the field level, including prevention, care, support, recovery, and holding perpetrators accountable.  The GBV AoR accomplishes this through five main areas of work: coordination, emergency preparedness and response, support to the field, learning and capacity building and advocacy. GBV AoR also collaborates with other cluster lead agencies/sectors and to ensure that GBV-related protection considerations are mainstreamed in humanitarian response and linked with other cross-cutting issues.

In any emergency response, data collection (both quantitative and qualitative) and its transformation to usable information are imperative to a timely and effective humanitarian response. Like other UNICEF-led clusters, the GBV AoR requires an Information Management (IM) Specialist to ensure the most effective prevention and response to GBV in humanitarian settings.
In early 2012, the GBV AoR partnered with the Norwegian Refugee Council and IASC Gender Capacity Standby Initiative (GenCap), to identify and deploy four, full-time GBV Advisors as part of a GBV AoR RRT. Fully funded through the “GBV Window” of GenCap, the RRT provides the primary GBV AoR support mechanism to field –based GBV sub-clusters/working groups with expert capacity available to deploy within 48-72 hours to support GBV coordination and response. The focus of the RRT is three-fold: 1) to provide expert capacity for immediate response to acute or protracted crises; 2) to mainstream GBV issues and assist GBV coordination mechanisms with additional technical support on emerging needs in on-going chronic humanitarian situations; and 3) to support the wider development of existing GBV coordination and programming capacity for emergencies through development of tools, resources and guidance.

The GBV AoR RRT IM Advisor is the newest addition to the GBV AoR RRT. The IM Specialist will be deployed to support inter-agency requests at the country level, at a minimum of 48 hours’ notice, to support the IM aspect of interagency coordination of GBV responses. The GBV AoR IM RRT member will be deployed approximately 50% of her/his time.


When the GBV AoR IM RRT Advisor is not deployed, s/he will contribute to a secondary purpose of the team, which is to support the work of the global level GBV AoR in strengthening the GBV sector, and GBV responses on the ground in relation to IM.


  1. Purpose:

The purpose of this contract is to ensure to that direct and remote support is available for inter-agency GBV-related IM support to meet requests at the country level. The GBV AoR IM RRT member will be deployed approximately 50% of her/his time.




  1. Expected results:




  • IM is available at the inter-agency level in a minimum of three conflict-affected contexts.

  • A minimum of one existing support platforms expanded and/or strengthened to facilitate interagency knowledge exchange, trouble-shooting and general support among GBV actors working in conflict-affected and other humanitarian contexts.

  • A minimum of 2 major guidance notes finalized (e.g. how GBV-related IM efforts can be best undertaken in humanitarian contexts, including how these efforts can be linked to the GBV Information Management System (GBVIMS).

  • On-going IM support to field-level GBV coordination bodies.

  • IM trouble-shooting for IM related challenges in collaboration with members of the GBV AoR.

  • Contribution to IM-related GBV AoR-related tools and products.




  1. Duration

The duration of the contract will be for approximately 200 days including a combination of home-based and remote technical assistance and field deployments from 1 March 2013.




  1. Activities, resources and deadlines:

While in Geneva, the GBV AoR IM RRT Advisor will perform her/his duties under the direct supervision of the GBV AoR Coordinator(s) (UNICEF and UNFPA). The GBV AoR RRT IM Advisor will support the GBV AoR’s effort to produce key interagency tools, building capacity, and developing shared advocacy and policy as laid out in its work plan. The tasks will be related to:




  • Strengthening interagency GBV IM capacity at the global level, including supporting and actively engaging in the work of the GBVIMS Steering Committee;

  • Monitoring and supporting the GBV AoR’s website;

  • Improving quality of GBV coordination, specifically IM, at field level through remote and hands-on technical support to field-based GBV working groups;

  • Developing national emergency-related GBV IM capacity.

While in the field, the GBV AoR RRT IM Advisor will perform his/her duties under the supervision of field-based GBV working group coordinators. The Terms of Reference (TOR) for each mission will be specific to the given context, but will include the key elements of the generic ToR for GBV information management officer (IMO).


Required Qualifications

  • Advanced degree in social sciences, (e.g. in humanitarian affairs, political science, development studies, demography or a related field) or the equivalent combination of education and experience in a related area. Specialisation in ICT is an asset.

  • A minimum of 5 years of professional experience in IM for the humanitarian sector, including the use of mapping softwares and spatial analysis.

  • A minimum of 2 years of professional experience with GBV or any other aspect of protection in emergencies, including demonstrated understanding of GBV needs assessments.

  • Demonstrated knowledge of the cluster approach.

  • Strong interest and motivation for inter-agency coordination.

  • Excellent communication skills in English and fluency in at least one other UN language.

  • Flexibility, diplomacy, leadership, cultural sensitivity and the ability to work well both alone and in teams.

Contract: This role will be filled through a consultancy contract with UNICEF.
