A. TAX ABATEMENTS/ENTERPRISE ZONE:

9:35 a.m. Amend Res#12-527, adopted August 15, 2012 approving and entering into a tax abatement/enterprise zone with L&W Engineering Inc., and Avon Plant LLC, a wholly-owned subsidiary of L&W. Amendment is to reflect the company name is L&W Cleveland

#10. Approve & waive the reading of the same for the Lorain County Board of Commissioners meeting minutes of September 5, 2012
Job & Family Services:

#11. Authorize Purchase of Service agreement with Goodwill Industries of Lorain County, Lorain for training, employment and work experience program for TANF participants for FY13 in amount not to exceed $98,460, effective October 1, 2012 – September 30, 2013; Authorize Director to execute on behalf of the Board with Prosecutor’s approval as to form and to amend for changes in programming content and increase


Solid Waste:

#12. Granting a $2/ton fee waiver to the City of North Ridgeville for Bio Solids disposed from the French Creek Waste Water Treatment Plant. This has been determined by EPA under 3734.01(E) that bio solids can be lawfully disposed in the sanitary landfill but the County landfill does not accept bio solids so North Ridgeville will export outside the district

Engineer:

#13. Authorize various applications to OPWC Round 27 for various projects; Authorize Engineer to execute on behalf of the Board with Prosecutors’ approval as to form; Authorize payment of local share and loan repayments



  1. 2013 Resurfacing Program, Total Cost = $1,548,342.00

OPWC Assistance = 640,773.00

This project will be funded entirely with OPWC and Federal funds

2. Cowley Road South Rehabilitation, Total Cost = $2,649,600.00

OPWC Assistance = 691,832.00

This project will be funded entirely with OPWC and Federal funds

3. Whitney Road Bridge #0214, Total Cost = $ 397,300.00

OPWC Assistance = 294,002.00

The local share will be available in MVGT Account-Engineering Projects

4. Foster Road Bridge #0144, Total Cost = $ 310,000.00

OPWC Assistance = 275,900.00

The local share will be available in MVGT Account-Engineering Projects
Sheriff:

#14. Receive & file annual report submitted by Sheriff of all fines and costs collected for the year next preceding September 1, 2012 in accordance with ORC 311.16 and total amount is $451,876.98
