9. Telephone Installation and ExpensesEven though telephones might ordinarily be considered a necessary expense appropriated funds may not generally be used to install telephones in private residences or to pay the utility or other costs of maintaining a telephone in a private residence. Repair or maintenance of telephone lines in residences owned or leased by the US. Government is generally permissible. The prohibition on installing telephones in a personal residence does not prevent an agency from purchasing
cellphones for its employees, if they are otherwise determined to be a necessary expense.
10. Awards (Including Unit or Regimental Coins and Similar Devices)Agencies generally may not use their appropriated funds to purchase mementos or personal gifts. Congress has provided specific authority to award medals,
trophies, badges, and similar devices to military members for excellence in accomplishments or competitions, but this authority is limited. Somewhat broader authority exists to provide awards to civilian employees.
