Warning: Waiting until the last minute to check out of JSVRO can cause delays in your flight plans. Not disposing of your vehicle properly prior to leaving island will result in wages and or Income Taxes being garnished at time of final vehicle disposition.

Most common and preferred Ways to check out of JSVRO

Title Transfer/Sell vehicle to another SOFA member:

1. Buyer and Seller report to JSVRO to sign Letter of Attorney at JSVRO

2. Proceed to an Insurance office to complete the title transfer.

3. Bring the Certificate of Transfer to JSVRO to check out.



POV Shipping:

  1. Report to JSVRO with a copy of PCS orders and vehicle paperwork. Worksheets will be accomplished to deregister your vehicle for shipping



  1. Proceed to the ALPA counter to pay the deregistration fee.



  1. Return to TMO to make an appointment with Naha Port for POV shipping.



  1. On the day of the appointment, Drive to the Naha Port. Remove the front and rear license plates, and any base decals (Road Tax, etc.).



  1. Proceed to the Land Transportation Office (SOFA section). Turn in plates is shipping to anywhere other then the U.S. you will be issued an Export Certificate.



  1. Return to JSVRO with a copy of the export Certificate and receive a new military registration stamped “vehicle shipped” prior to checkout.

Junking your vehicle:

1. Take the vehicle to any junkyard or recycle center. Remove the front and rear license plates, and any base decals (Road Tax, etc.). The junkyard/recycle center will stamp a recycle ticket and issue a junking receipt.

2. Report to Joint Services Vehicle Registration (JSVRO) with the vehicle paperwork (title, military registration, JCI, PDI, road tax receipt), the license plates, the decals, and the recycle ticket and junking receipt. Fill out deregistration paperwork.

3. Proceed to either the LTO (Land Transportation Office) or your Insurance office to deregister your vehicle.

4. Provide proof of deregistration to JSVRO to be checked out.

Time consuming and higher risk ways of checking out

(High risk) Out processing with SPOA:

1. Fill out the request letter. Have the letter approved by Battalion level Commanding Officer.

2. After the request letter is signed, bring the letter and all supporting vehicle documents to JSVRO for the endorsement.

3. Once you have received JSVRO’s endorsement you will be able to have Legal Services draw up the SPOA.

4. Return to JSVRO with the request letter, the commander endorsement and the signed copy of the SPOA. JSVRO will make copies and sign you checkout sheet.

Note: This process does not remove responsibility from the registered owner. If SPOA holder fails to complete disposition of the vehicle, the registered owner will be billed the disposal cost the vehicle upon final disposition. Some cases have taken several years after they have left island and even after leaving Military service before final disposition is completed.

(Time consuming) Title Transfer/Sell vehicle to a non-SOFA member:

1. Drive the vehicle to the residence/garage and take off the license plates and road tax decals. Ensure the local national signs the proof of vehicle trade-in with an inkan stamp.

2. Receive a worksheet issued at JSVRO, pay ¥1,000 at the Automobile License Plate Association (ALPA) counter located inside JSVRO.

3. Go to LTO and turn in the license plates and paperwork. You will receive a deregistered title, and return to JSVRO.



4. At JSVRO you will fill out a Japanese bill of sale stamped by JSVRO personnel, you can then turn over the deregistered title and Japanese bill of sale to the new owner. You will be checked out JSVRO at this time.
