A written explanation of why any application has had to be made at short notice (i.e. why the charterer requires the cargo to be transported urgently) must be included with any application made within 5 working days of the initial flight (except for humanitarian relief operations).

Where an applicant wishes to operate a route for which traffic rights are not available they must demonstrate that they have received "non objections" from all cargo airlines established in the UK, see list below and follow the "Extra-bilateral 5th freedom application procedures" published at www.dft.gov.uk/aviationpermits

I understand that it is a criminal offence under Article 241 of the Air Navigation Order 2009 to provide false information for the purpose of obtaining an airline operating permit.
