Climate
variability
and
change
The frequency and severity of risks in agriculture particularly in last few decades has increased on account of climate variability and change. The principal evidence of climatic change has been rising tempratures, erratic rainfall pattern, increase in the severity of droughts, floods and cyclones which have caused huge losses in agricultural production and the livestock population. India has developed response mechanisms for primary (crop failures) and to some extent secondary (livestock deaths) consequences of climate variability. However, a tertiary mechanism which goes beyond resource transfer to resource generation, through climate forecasting, climate information generation and dissemination, early warning system, mapping of agricultural losses through remote sensing technology and a pre and post climate change response system need to be put in place on a decentralized basis involving at risk communities. Such a response mechanism must include putting to work a catastrophe protection insurance mechanism as also the protection of country’s bankruptcy legislation for the farmers.
