6. Conflict of interest—Employee Assistance Program coordinator and civilian drug testing
issues At installations where the EAP coordinator is a separate position from other drug testing roles (ASAP manager, DTC, and so forth, EAP coordinators will not take part in the selection or collection process of civilian employee testing in support of the DFW to include DOT testing or the initial reporting of test results. It is a conflict of interest for the EAP coordinator to conduct these activities or to have the ability to determine testing dates for affected civilian employees. At installations where the EAP coordinator is combined with other drug testing roles (ASAP manager, DTC, and so forth) the ASAP will develop a mechanism whereby an SJA-approved neutral witness observes the selection method in accordance with DHHS guidelines for random civilian drug testing. The neutral witness must not be part of the testing pool to ensure neutrality. EAP coordinators will inform TDP of the provision of paragraph 6–7c at the initial intake session when reviewing the limits of confidentiality.
