Appendix D, Specificaitons and Price Sheets

The following statements are provided for general guidance to the Bidder/Contractor. All exceptions to contract required equipment must be noted on bid sheets. Identify fully all option packages and Manufacture’s codes, including all Manufacturer’s required equipment in contract required equipment and options in option pricing (i.e. if contract required equipment item or option item requires an added option or factory package, identify and include both in bid pricing model option bid prices are to be added prices, not total vehicle prices). Identify all options or contract required equipment to be Dealer installed with an asterisk* or “DLR”. Failure to identify dealer/aftermarket equipment will be considered bid misrepresentation and may be grounds for bid rejection or contract termination and/or assessment of damages in the amount of the cost of OEM equipment not provided. Indicate any added delivery time for any special or subcontracted optional equipment or paint.

"Required Equipment All Vehicles" All vehicles; whenever possible, tires will be factory standard or optional tires. Where full size spare tire and wheel is indicated, requirement is mandatory. If not available from factory, bidder is to provide aftermarket new spare tire and wheel of same size/ construction/tread pattern/quality as factory tires on vehicle. If full size spare requires outside mount, be sure to include in vehicle bid price.

Diesel engines to be provided on contract are to be calendar year 2011/2012 emissions compliant. Under other recommended options for each vehicle category bidders may offer a deduct/credit option for calendar year 2010 compliant vehicles when available.

Some vehicle classifications list an option for a nominal stock vehicle upcharge. If bid and awarded classification, dealer will be required to order and maintain in stock the minimum number of vehicles indicated for customer selection on a first come, first served, basis (Upcharge option is not to exceed $250.00)

At the expiration of the contract, the Contract Specialist will assist the dealer in selling any unsold units though the State will not be responsible for the purchase of any such vehicles.

No upcharge will be paid for vehicles otherwise in the dealer’s possession.
Special Instructions- Alternative Fuel, Hybrid, New Technology Vehicles

Bidders are strongly encouraged to offer alternative fuel, hybrid or new technology vehicles meeting contract specifications, terms and conditions. The State reserves the right to make separate awards for such vehicles. If not specifically called for on a vehicle bid category add under "other recommended options" at end of price sheets for that category. Identify fully, including fuel(s), modifications, payload, gas equivalent mileage, option restrictions and added delivery time. Factory warranted OEM equipment is required.

   All electrical wires shall be sealed at all connection points. All wires and hydraulics hoses will be bundled, and protected from chaffing; however electrical lines will not be bundled with any hydraulic lines or cables.

   Welding onto the OEM frame rail is prohibited. In this case mechanical fasteners will be used i.e. nuts and bolts.
   
3. 
   When hoses, or wires pass through a hole in the body or chassis, the pass thru area will be protected with a rubber grommet or a protective wrap,

   All circuits will be protected with fuses or circuit breakers.
   
5. 
   No bare or exposed wires and or cables will be seen within the interior of the vehicle. Cables connecting
   

Contract dealers are responsible for assuring that all vehicles delivered comply with RCW 46.37.500 which reads, “no person may operate any motor vehicle, trailer, or semitrailer that is not equipped with fenders, covers, flaps, or splash aprons adequate for minimizing the spray or splash of water or mud from the roadway to the rear of the vehicle. All such devices shall be as wide as the tires behind which they are mounted and extend downward at least to the center of the axle.”

All vehicles are to be equipped with exterior keyed door locks, driver and front passenger doors. If passenger door key lock is not available from manufacturer, remote keyless entry with two fobs must be provided at no additional cost to allow exterior access to passenger door. All vehicles are to be provided with a set of four ignition keys unless customer selects the optional 2 key deduct option.
