PRICINGPrices on the Schedule Form submitted must include all associated costs, including but not limited to, travel, markups, overhead, and profit. 2. PAYMENT TERMSa. Discounts for prompt payment will not be considered in the evaluation of offers. However, any offered discount will form a part of the award, and will be taken if payment is made within the discount period indicated in the offer by the offeror. b. Partial payments are authorized. 3. BILLING AND PAYMENTa. Payment will be made on a monthly basis of properly completed invoices. An original and one copy of all invoices are to be mailed to the Contracting Officer=s Technical Representative (COTR). b. Invoices shall contain the following information: date, contract and order number (if any), item numbers, description of supplies or services, sizes, quantities, unit prices, and extended totals. Final invoices must clearly be marked "FINAL" and cite the amount of the contract, amount previously paid, and the balance due. 4. F.O.B. DESTINATIONa. The term "f.o.b. destination," as used in this clause, means: 1. Free of expense to WMATA on board the carrier's conveyance, at a specified delivery point where the consignee's facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and 2. Supplies shall be delivered to the destination consignee's warehouse unloading platform, or receiving dock, at the expense of the Contractor. WMATA shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or "constructive placement" as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of WMATA acting in its contractual capacity. If the Contractor uses rail carrier or freight forwarder for less than carload shipments, the Contractor shall assure that the carrier will furnish tailgate delivery if transfer to truck is required to complete delivery to consignee. b. The Contractor shall: 1. Pack and mark the shipment to comply with contract specification; 2. In the absence of specifications, prepare the shipment in conformance with carrier requirements; 3. Prepare and distribute commercial bills of lading; 4. Deliver the shipment in good order and condition to the point of delivery specified in the contract; 5. Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract; 6. Furnish a delivery schedule and designate the mode of delivering carrier; and 7. Pay and bear all charges to the specified point of delivery. 6. MILESTONES/SUBMITTALSa. A milestone plan is due 30 days after award showing all phases of the contract with beginning and completion dates. Further, all reports to include draft reports will be shown as a milestone. Training milestones will include dates for the training manuals. All submittals are to be included in the milestones as well on-site inspections and meetings. b. Submittals are identified in the Scope of Work/Specifications.
