Santiago Island – Power Generation, Transmission and Distribution development Project






  1. The Government of Cape Verde has requested a loan from the African Development Fund and a loan from Japan Bank for International Cooperation (ODA loan) towards the cost of the “ Santiago Island Power Generation, Transmission and Distribution Development Project”, and intends to apply part of the proceeds of the loan to cover eligible payments under the contracts for Design, engineering, fabrication, testing, delivery to site, erection, testing at site, commissioning, basic training and making good the defects during the Defects Liability Period of the electrical and mechanical Works, as well as the design, execution, completion and remedying of defects during the Defects Liability Period of the associated civil Engineering Works. Bidding is open to all bidders from eligible member countries as defined in the ADB's Rules of Procedure for the Procurement of Goods and Works.




  1. This invitation for bids is done pursuant to the Advance Procurement Action procedure of the African Development Bank Group as defined in the Appendix II of its Rules of Procedure for Procurement of Goods and Works, January 2000 edition. Award of contract will be subject to approval of the loans by the African Development Bank and the Japan Bank for International Cooperation.




  1. The Bidders are advised to visit and examine the site where the facilities are to be installed. Arrangements can be made with the DGIE at the address indicated above.




  1. The Directorate General for Industry and Energy (DGIE) now invites sealed bids from prospective bidders for any or all of the following lots :


Lot 1 : Substations

  • Palmarejo Substation 2 x 10 MVA, 20/60 kV (located within the Palmarejo Power Plant–Praia, Santiago Island, Cabo Verde)

  • Calheta Substation 2 x 10 MVA, 60/20 kV (São Miguel de Calheta, Santiago Island, Cabo Verde)


Lot 2 : Lines

  • Transmission Line: Palmarejo – Calheta 60 kV, 40km (overhead)

  • Distribution Line: Calheta – Sta Catarina 20 kV, 12 (overhead)+ 4,2 km (underground)

  • Distribution Line: Calheta – Tarrafal 20 kV, 22 km (overhead)

Bids shall be valid for a bid period of 120 days after Bid Opening and must be accompanied by the security deposits/bonds € 100, 000 in local currency or its equivalent in a freely convertible currency and be delivered to the address below, on or before 17:00,, local time, on the 18 February 2008. They will be opened in the presence of bidders’ representatives who choose to attend at the address below on the 18 February 2008 at 17:00, local time.
