OECD DAC 2009. Measuring Aid to Agriculture. www.oecd.org/dataoecd/54/38/44116307.pdf

Purposecodes in the OECD CRS database are the lowest level of disaggregation by which aid flows are monitored within sectors.

Aid to agriculture through NGOs may also be excluded, since this is not always sector coded in as much detail as project and programme aid

Development of project level data in the CRS or QUIDS DAC database now allows some disaggregation. However, this database is dependent on donors reporting descriptive detail of their activities, some of which do better than others.

Disbursements data at the sectoral level is less complete than commitments data for a number of donors. Further, the quality of disbursements data improves over time rendering trend analysis problematic.

Unless stated Total ODA is taken to mean Total ODA excluding Debt Relief. This is taken from the CRS (all purpose codes minus any action relating to debt)

For 2008, the African Development Fund and the Asian Development fund have reported ‘zero’ aid to the Agriculture Sector

Reporting to the CRS on Channels of Delivery still needs to be analysed with caution as a great deal of funds are not clearly defined. Since 2002, reporting has been improving however and this is why the latest year for which data is available i.e. 2008 has been used. The DAC notes that aid channelled through NGOs in particular are poorly recorded.

With the exception of 2001 when agricultural aid to Far East Asia more than doubled from 2000 levels. In 2001 agricultural aid to Far East Asia was USD 1,280 million, closely followed by sub-Saharan Africa whose agricultural aid comprised of USD 1,228 million.

Figures do not include imputed multilateral calculations

Such patterns may also vary from recipient to recipient. For example, US alternative agricultural activities in Latin America are now largely managed by USAID, while those in Afghanistan are not.

For 2007, UK rural development aid is more than three times higher.

For 2008 alone the figures are even higher at 131% and 484% respectively.

Retrospective revisions to the CRS made in December 2009 have dramatically affected GBS values for a number of multilateral agencies. IDA, for example, which was once considered one of the largest contributors to the area now records ‘zero’ aid to General Budget Support.

Economic Infrastructure and services includes transport and storage, communication, energy, banking and financial services, business and other services.

Although in 2007 and 2008 France reported ‘zero’ aid to emergency food aid
