Russia launched on Wednesday a Progress cargo spaceship on a resupply mission to the International Space Station (ISS), a spokesman for the Russian Mission Control said.

A Soyuz-U carrier rocket carrying the Progress M-04M freighter lifted off from the Baikonur space center in Kazakhstan at 06:45 Moscow time (03:45 GMT) and is expected to dock with the ISS on February 5.

"The launch and the separation of the cargo spaceship from the carrier rocket were successful. The docking of the freighter with the ISS is expected at 07:26 Moscow time [04:26 GMT] on Friday," the official said.

The digitally controlled Progress craft will deliver over 2.5 tons of food and water supplies, fuel and scientific equipment to the orbital station, which is manned by an international crew comprising 6 astronauts from Russia, the United States and Japan.

Progress-series freighters have been the backbone of the Russian space cargo fleet for decades. In addition to their main mission as cargo spacecraft, they are used to adjust the ISS orbit and conduct scientific experiments.

Russia "buried" its last analog space freighter, the Progress M-67, in the southern Pacific last September.

MOSCOW (Reuters) - Russia launched a cargo vessel loaded with supplies for the International Space Station and its crew on Wednesday, space officials said.

The Progress M-04M entered orbit after lifting off atop a Soyuz-U rocket from the Baikonur facility in Kazakhstan, said Valery Lyndin, spokesman for Mission Control outside Moscow.

The supply ship is to dock at the station on Friday.

Its cargo includes water, oxygen and fuel, as well as mail and care packages for the station's crew of two Russians, two Americans and a Japanese astronaut.

The Progress M-04M will also deliver a mini-greenhouse with artificial soil that will be used for experiments in growing food, Lyndin said. One such greenhouse is already on board.

The ISS, a $100 billion project of 16 nations, is to remain in operation until at least 2015. Assembly began in 1998 and is almost complete.

MOSCOW - A Russian cargo vessel took off Wednesday from the Baikonur space centre in Kazakhstan heading for the International Space Station (ISS), the control centre announced.

The launch of the Progress spaceship was carried out "as planned" at 0345 GMT and nine minutes later it separated from its booster rockets, a spokesman said quoted by Interfax news agency.

The vessel, carrying 2.7 tons of freight, was scheduled to dock with the ISS on Friday.

Its load included fuel, medical equipment, food, clothing and water as well as luxuries such as chocolate and sweets and DVDs of recent Russian films for the crew of the space station.

MOSCOW: A think-tank set up by President Dmitry Medvedev is proposing radical changes in Russia that would mark a return to political system of the era of ex-president Boris Yeltsin, a report said Wednesday.

The report by The Institute of Contemporary Development (INSOR) proposes elections for regional governors, the dissolution of the interior ministry and the creation of a proper multi-party system, the Vedomosti daily said.

The report is entitled "21st Century Russia: the Image of the Tomorrow We Want" and has been keenly anticipated for disclosing the vision of the modernizing figures close to Medvedev.

INSOR was set up by Medvedev after taking power in 2008 to advise on economic policy and is seen as a key pillar of his vow to modernize Russia's economic and political system.

Medvedev has made moderniztion and innovation his mantras over the last months, although sceptics argue his ambitions carry little weight given the real power in the country is still wielded by Prime Minister Vladimir Putin.

Vedomosti said that changes floated in the report, which is due to be published later on Wednesday, would hark back to the political system that was in place under the Yeltsin presidency and was then changed by Putin.

For example while Russia's powerful regional governors were elected by universal suffrage under Yeltsin, Putin changed the law to presidential appointment followed by approval by the regional parliament.

Helped by high oil prices, Russia enjoyed political and economic stability under Putin's 2000-2008 presidency unprecedented in its post-Soviet history.

But the economic crisis hit Russia hard, showing up its failure to diversify its hydrocarbon-dependent economy and raising concern amongst the authorities of an upsurge of social unrest.

At the weekend thousands of people demonstrated in Russia's western exclave of Kaliningrad, in the biggest protest since the economic crisis began, with some of the protestors calling for Putin to step down.

MOSCOW, February 3 (RIA Novosti) - A Russian presidential think tank will propose in a report on Wednesday measures to restore certain key liberal elements of the 1990s, a business daily said.

The Institute of Contemporary Development (INSOR), whose board of trustees is chaired by President Dmitry Medvedev, will outline in the report its vision of 21st century Russia, Vedomosti said. A number of its proposals go against certain key elements of a similar plan approved by the dominant United Russia party, led by Prime Minister Vladimir Putin.

Critics say that during Putin's presidency in 2000-2008 the Kremlin snatched too much power from other branches, making Russia's political system inflexible.

Kremlin aide Arkady Dvorkovich told Vedomosti that Medvedev had received a draft report of the proposals a few weeks ago, but had yet to comment.

The proposals include liberating the economy from red tape and ensuring that the country has an effective multi-party system and independent courts, Vedomosti reported. Others involve radical shake-ups of police and national security bodies.

The authors of the report also suggest cutting the presidential term from six to five years, with State Duma mandates down from five to four years, the paper said. The terms for president and parliament were extended on Medvedev's initiative last year.

The country's new political system should be based on a center-right party reflecting the interests of the middle class, and a center-left party supporting the interests of traditional businesses, according to INSOR. At the moment, United Russia dominates national and regional legislatures.

Other key elements of the report are:

The government should also drop its control of media, while the arrival of digital television should put an end to the monopoly of federal channels.

The Interior Ministry should be replaced with the Federal Criminal Police Service, with locally-controlled regional police tackling public security and minor crime.

The country's Federal Security Service, which Kremlin critics say has grown too large and yields too much power, should split into a foreign intelligence service and a federal service tasked to protect the Constitution and thwart terrorist attacks and separatist threats.

On the international arena, Russia should join all major global institutions, including the World Trade Organization (WTO) and the Organization for Economic Co-operation and Development (OECD). The authors of the report also see Russia as a future member of the EU and NATO, something that "should encourage its further positive transformation."

Although INSOR's proposals are likely to provoke criticism, Yevgeny Gontmakher, a board member, said the report was designed to encourage social debate.

MOSCOW, February 3 (Itar-Tass) - The ruling United Russia party has warned Federation Council speaker Sergei Mironov that he might be relieved of his duties following his statement that he disagreed with Prime Minister Vladimir Putin in many issues.

"Taking into account the fact that he (Mironov) represents the legislative assembly of St.Petersburg, where we have a majority, I believe it logical and expedient, after consulting with our colleagues from the Legislative Assembly of the northern capital, to begin the procedure of recalling Sergei Mikhailovich (Mironov)," head of the Central Executive committee of United Russia Andrei Vorobyev stated on Wednesday, in defense of the ruling party leader.

For his part, Secretary of the Presidium of the party's General Council Vyacheslav Volodin stated that United Russia was indignant over statements by the Federation Council speaker, leader of the Just Russia party.

In his opinion, Mironov's statements show "dishonesty and inconsistency toward Vladimir Putin - the person who has done much for the country and the society."

Moscow – APA. Leader of the Fair Russia Party Sergei Mironov said existed legislature didn’t allow his removal from the speaker’s post over the disputes between him and Prime Minister Valdimir Putin. Speaker of the Council of Federation Mironov said that Putin’s party is free to make any statement. He said he didn’t welcome the government’s anti-crisis measures and draft budget.

The United Russia Party is going to make proposal to remove Sergei Mironov from the post of the speaker of the Council of Federation because he doesn’t support Vladimir Putin’s social initiatives. Prime Minister Putin is a leader of the United Russia.

Officials of the United Russia Party Andrei Vorobyov and Andrei Isaev also supported the idea of Mironov’s withdrawal from the speaker’s post. Vorobyov called his position as disrespect against Putin, who does great work for Russia, and said they intended to begin proceedings for Mironov’s removal. Isaev recommended to Mironov to resign from this post, where he elected with the support of the United Russia.

NAZRAN, February 2 (Itar-Tass) -- A grenade launcher shot was fired at the Nazran railroad station in Ingushetia on Tuesday night. No one was hurt, the Ingush Interior Ministry said.

The projectile hit the second floor of the railroad station building, where a police department is located, the ministry said.

The search for the assailant continues.
