Russian President Dmitry Medvedev and Felipe Gonzalez, who chairs the EU group of "wise men," will discuss on Tuesday the situation around a European security treaty as well as Russia-EU visa issues, a Kremlin source said.
"All these topics will be considered in coordination with Russia's economic development strategy until 2020 and the EU development strategy for 2010-2020," the source said.
The sides will also touch upon EU reform.
The 12-strong group of "wise men" analyzes European integration prospects, addresses issues of the EU social and economic development and its security.
The group was created on an initiative from French President Nicolas Sarkozy in late 2007. Gonzalez officially became its chairman in late 2008.

MOSCOW, February 9 (Itar-Tass) - Russian President Dmitry Medvedev meets with Felipe Gonzalez Marquez, Chairman of the Group of Wise Men (GWM) of the European Union, here on Tuesday.
The presidential press service reported, "The agenda of the meeting between the Russian president and the chairman of the Group of Wise Men includes issues of Russia-EU partnership in the solution of the global problems of contemporaneity, Medvedev's initiative to conclude a European security treaty, visa-free mutual trips by Russian and EU citizens, and issues of the institutional development of the European Union. These issues will be reviewed in association with the strategy of Russia's economic development until 2020 and the strategy of the EU's development in the period from 2010 to 2020."
After the Lisbon treaty became effective on December 1, 2009, the EU acquired international personality, and more systemic relations between institutions and member-states. In this connection, the EU is planning to set up a single foreign policy service. Taking into account the significance of these changes for the EU and the priorities in interaction with Russia, a proposal was brought forward to work out Partnership for Modernization.

From 9th to 12th February 2010, the Group of Experts on the NATO Strategic Concept will visit Moscow at the invitation of the Russian Federation. As part of the reflection period, the group, under the leadership of Dr. Madeleine Albright, former US Secretary of State, will participate in discussions with Foreign Minister Sergey Lavrov, Secretary of the National Security Council, Nikolay Patrushev and will meet with the members of the Duma, Lower House of the Federal Assembly of the Russian Federation.
The Group of Experts will use these meetings as an opportunity to listen, gather ideas and hear various points of view.
In informal exchanges, members of the group will also engage with leading Russian security experts.
On Thursday, 11th February, Dr. Albright will deliver remarks at the Moscow State Institute of International Relations followed by a discussion with students and guests. The event will be open to the media.
In 2009, the NATO Secretary General appointed a group of 12 experts to facilitate the reflection and consultation phase in the preparation of the new strategic concept. The group represents a broad spectrum of large and small NATO members and offers a balanced combination of insiders and outsiders, including from the private sector, think tanks and the academic community. Dr. Albright chairs the group with Mr. Jeroen van der Veer, former CEO in Royal Dutch Shell, as vice-chair.

An exhibition on the Katyn massacre of Polish officers in Soviet Russia in 1940 is to open at the Library of Congress in Washington on 5 May.
According to the Polska daily newspaper, the opening ceremony is most likely to be attended by the US Secretary of State Hillary Clinton.
The exhibition is to include a selection of photographs and documents on the Katyn crime and is to be accompanied by a discussion panel with the participation of Polish and American historians and politicians.
US writer and journalist Paul Allen, the author of the book Katyn: the Untold Story of Stalin’s Polish Massacre, who is a co-organiser of the exhibition, told Polska that Hillary Clinton’s presence would be an excellent opportunity for the Obama administration to improve relations with Poland, following the failure of the talks on locating anti-missile installations in Poland and the absence of the US President during last year’s celebrations of the 70th anniversary of the outbreak of World War Two in Poland.
In his interview with the daily, Paul Allen described Prime Minister Putin’s invitation of his Polish counterpart Donald Tusk for the Katyn commemoration on 10 April as a positive gesture leading towards reconciliation.
The writer added that there are still many blank spots relating to the Katyn massacre which can be filled only if historians are given full access to all the archives. (mk/jb)

RIA: Russia's work to build China's Tianwan nuclear plant stage to cost $1.8 bln

Russia and China have agreed that Russia's part of work to build the second stage of the Tianwan nuclear power plant (NPP) will cost 1.3 billion euros ($1.8 bln), a source close to negotiations said.
Earlier Russia said its work would cost 3.5 billion euros ($4.8 bln).
"The cost was lowered after [Russia's nuclear power equipment and service export monopoly] Atomstroyexport reduced its contract commitments. The Russian company will remain in charge of design documentation, reactor equipment supplies, engineer support and supervision," the source said.
The Tianwan NPP is the largest facility of Russian-Chinese economic cooperation. Its first stage includes two power units with VVER-1000 reactors. The stage was put into commercial operation in 2007.
Atomstroyexport and the Jiangsu nuclear power corporation signed a general contract to build the NPP in 1997. The Russian company was charged with design work, equipment and material supplies, construction and assembly work, putting into operation and training Chinese personnel.

Feb. 9 (Bloomberg) -- Toshiba Corp., Mitsubishi Heavy Industries Ltd., and Hitachi Ltd., which together bid for a nuclear plant project in Vietnam, lost the order to Russia’s state-run Rosatom, Nikkei English News reported.
Vietnam Electricity, which will operate what will be Southeast Asia’s first nuclear power plant, has recommended Rosatom for a feasibility study for the first phase of the project, Nikkei said, citing unidentified sources.

Moscow, February 9 (Interfax) - Russia's Deputy Foreign Minister Grigory Karasin has held talks with chief of the Organization for Security and Cooperation in Europe's (OSCE) mission in Moldova Philip Remler, the Russian Foreign Ministry has reported.
The diplomats have discussed international mediators and monitors' plans to assist Chisinau and Tiraspol in restarting talks on the Transdniestrian settlement, the Foreign Ministry said in a statement on its website on Monday.
"The Russian side noted the role of the OSCE mission in the areas of human rights, ethnic minorities and media freedom," the statement said.
The diplomats exchanged views on ways to support bilateral groups of experts on trust building on the Dniester in the socioeconomic sector, the Russian Foreign Ministry said.

Moscow, 8 February – On visit to Moscow, the chairman of the Palestinian Hamas movement, Khaled Meshaal, expressed his views in a press conference: "I do not expect any progress in peace talks on the Palestinian, Syrian or any other direction of the Middle East settlement as the Israeli leadership is the leadership of war, aggression and occupation, rather than a leadership taking a stand for peace", he said, adding that talks with Palestinian Authority President Mahmoud Abbas were not a top priority for Hamas in inter-Palestinian reconciliation. "The primary goal is to reach inter-Palestinian reconciliation, not to meet with Abbas. A meeting is not that important... The primary objective is to forge reconciliation," he explained.
In a separate interview with the Russian newspaper Vremya Novostei Khaled Meshaal said that "US Middle East envoy George Mitchell has been recently putting pressure on Mahmoud Abbas to convince him that "if he agrees to a reconciliation with us (the Hamas movement), the United States will stop assisting the Palestinian Authority." In further talks Meshaal outlined that the main differences between the US and Russia on the issue of inter-Palestinian reconciliation was that while Russia is keenly interested in restoring Palestinian unity, the American side is not.
Khaled Meshaal, at the head of a Hamas delegation, made his visit to Russia days after Israel sent a letter of protest to Moscow asking for clarification about its intention in hosting the alleged “terrorists”. Meanwhile in Moscow Meshaal released a statement to the press praising Russia for backing away from the United States' and European Union's propaganda narrative labelling Hamas a “terrorist” organization and instead, acknowledging it as a movement of freedom fighters.
