Section a: editorial opportunity 3 section b: the commissioning process 6SECTION A: EDITORIAL OPPORTUNITY 3
All proposals must be submitted via Proteus and go through eligibility checks first. Editorial Opportunity Radio 1’s TV Channel in BBC iPlayer features programmes for a 15-29 UK audience, covering music, entertainment, movies, games, and the lifestyles and social issues of young Britain. The channel reaches an average of 1.2m requests per month, with the most popular programmes reaching 300k+ requests in 30 days and an average viewing time of 70%+ Radio 1’s TV Channel in BBC iPlayer includes a strand called The Gaming Show – a strand of self-contained single-subject documentaries about game titles, gaming culture or games events. This opportunity is to produce three Gaming Show documentaries for Radio 1’s TV Channel in BBC iPlayer (with exact subjects to be determined in conversation with the BBC once a producer is appointed). This commission is not currently within the Radio Commissioning Framework but may become so in the future. Main Editorial Brief For this brief, we want you to provide 3 episodes of The Gaming Show. This is a monthly strand of single-subject visual documentaries about games, gaming culture and gaming events. It is presented by Julia Hardy with regular contributions from Newsbeat’s Steffan Powell. There have been 8 episodes since the strand launched in March 2016, which are listed on this page: - http://www.bbc.co.uk/programmes/p0428jy7/episodes/guide To date the strand has been produced by BBC Visual Radio and BBC Newsbeat, and in order to introduce further subject expertise and variety into the strand, we’re offering a contract for three episodes to be made by an external production company. As with core Radio 1 output, the target audience is 15-29 and is based in the UK. Our iPlayer programmes target a mainstream audience, and thus The Gaming Show focuses on AAA-titles and famous heritage brands, for a casual gaming audience. Titles around more niche or specialist subjects have proven difficult to promote. The exact subjects of the three documentaries will be determined in conversation with the commissioner once the producer has been appointed, to ensure they complement other episodes in the strand. Suggestions for topics/titles we might explore in the documentaries are welcome, and would be a useful way of indicating the applicant’s understanding of the subject area and audience, but they will be only be treated as indicative suggestions. The Proposal As we are not looking for specific editorial story ideas that will be commissioned, the emphasis in the full proposal should be on applicants proving their track record in delivering quality visual content in this subject area (games and gaming). Proposals should include detail about the applicant’s experience working in the gaming sector; personnel they intend to use and their gaming expertise; contributors they might use in the documentaries; contacts and relationships they can bring to the table. It is a requirement that the three documentaries will be presented by Julia Hardy, whose fee will be covered by Radio 1. Any other production expenses must be covered by the producer. In order to allow the BBC to fully exploit all episodes of The Gaming Show equally (regardless of producer) it is a requirement that the three documentaries are fully rights cleared in perpetuity and that the BBC will own the copyright in all original material. Though there is no radio production element to this brief, sections of audio from the video episodes may be used by Radio 1 on air in order to promote the documentaries. Responses to the eligibility questionnaire are required for this commission first before full proposals are submitted – see Appendix One on Page 17. Short proposals are not required. Eligible applicants will be invited to submit full proposals. COMPLIANCE AND BBC EDITORIAL GUIDELINES You will be required to deliver programmes that are in line with the BBC’s Editorial Guidelines and be able to adapt to the BBC’s changing editorial and business needs during the period of the commission. THE EVALUATION TEAM The following people will evaluate your proposal: Sam Bailey, Editor of Radio 1 iPlayer Channel Joe Harland, Head of Visual Radio Louise Kattenhorn, Radio 1 Network Editor Mark Waring, Business Affairs, Radio 1 and 1Xtra Subject matter experts (e.g. production experts, network management, finance, etc.) may also be consulted. See Section B for information on the commissioning process, timetable and assessment criteria. SECTION B: THE COMMISSIONING PROCESS TIMETABLEThe commissioning process consists of five stages, as set out in the timetable below.
