Program Certification for MS B (Per10 U.S.C. 2366b) • MDA certifies that: • The program is affordable and that appropriate cost, schedule, and performance trade-offs have been made • Reasonable cost and schedule estimates have been developed • Funding is available to execute the development and production plan • PDR and formal Post-PDR assessment complete • the program demonstrates a high likelihood of accomplishing its intended mission • Appropriate market research has been conducted • DoD has completed an AoA • JROC has accomplished its duties IAW 10 U.S.C. 181(b) • Program technology has been demonstrated in a relevant environment, • Life-cycle sustainment planning, including CPC and mitigation planning, has identified and evaluated relevant sustainment costs, and that such costs are reasonable and have been accurately estimated; • Core depot-level maintenance and repair capabilities requirements have been estimated • the program complies with all relevant policies, regulations, and directives of the Department of Defense.
