Mandatory KPPs/KSAs Sustainment KPP: Required for all ACAT I programs. Intent is to ensure that sustainment planning “upfront” enables the requirements and acquisition communities to provide a system with optimal availability and reliability to the warfighter at an affordable cost. Consists of three elements a) Availability KPP (Two Components) Materiel Availability. Measure of the total inventory of a system operationally capable(ready for tasking) of performing an assigned mission at a given time, based on materiel condition. Operational Availability. Measure of time that a system or group of systems within a unit are operationally capableof performing an assigned mission and can be expressed as uptime/(uptime + downtime). b) Reliability KSA: Measure of probability that system will perform without failure over a specified interval. RM responsibility. c) Operation and Support (O&S) Cost KSA: Mandatory – unit operations, energy (POL, fuel – fully burdened cost, maintenance, sustaining support). PM responsibility.
